WASHINGTON, Oct 14 (Reuters) - Health and Human Services Secretary Tommy Thompson on Sunday described the spate of anthrax-contaminated mail in the United States as bio-terrorism but said it was too early to blame Osama bin Laden's al Qaeda network.
Thompson said in another interview on ``Fox News Sunday'' that the people behind anthrax-tainted letters received in New York and Nevada could be Americans.

SAN FRANCISCO, Feb. 17 (UPI) -- The threat of a bioterrorist attack on the United States is not being adequately addressed though progress on preparations is being made, a panel of scientists and physicians told the annual meeting of American Association for the Advancement of Science Saturday.
"The threat is very real and growing, we cannot afford to be complacent," said Margaret Hamburg, former assistant secretary for planning and evaluation at the Department of Health and Human Services.
Even the several hundred millions of dollars invested in research and development on methods to deal with a bioterrorist threat is too low, said Col. Edward Eitzen, commander of the U.S. Army Medical Research Institute of Infectious Diseases at Fort Detrick, Md.,P> A recent Internet search, said Eitzen, turned up 54 firms that will ship and sell anthrax microbes and 18 that will do the same for plague-causing bacteria.
The public health infrastructure in the U.S. is not up to dealing with such a threat, said Hamburg. It is not well integrated into the existing medical system and most medical practitioners simply would be unable to recognize the symptoms of illnesses brought on by a biological weapons attack.
Such a biological attack could be particularly insidious said Eitzen. For example smallpox symptoms can take 10 to 14 days to develop -- during that period, infected individuals can be unknowingly spreading the disease.
The response of the public health and medical system will be crucial in determining whether a bioterrorist attack can be dealt with in a timely way or becomes a "runaway event," said Morse. But even determining if an attack is underway may not be easy. Many of the symptoms of biological agents, such as the microbes causing tularemia and Q-fever, can't be distinguished from the flu, explained Stephen Morse, director of the Center for Public Health Preparedness at Columbia University.
New genetic technologies, if implemented, can make an important contribution to speedily detecting the infectious agent causing an outbreak, said J. Craig Venter, president of Celera Genomics of Rockville, Md.
Obtaining the complete genome of pathogens offers the ability to distinguish a bioterrorist attack from a naturally emerging pathogen, he said. Such information can play an important role in protecting public health and in the government's response to such a situation.
Also needed are new, speedy portable technologies to detect and diagnose whether people have been exposed to pathogens in a bioterrorist attack. Such technologies are being developed, said Morse, "but we're not there yet."

The head of the National Security Agency says the Saudi exile charged with 2 U.S. embassy bombings has better technology at his disposal than the agency that is trying to stop him.
Saudi exile Osama bin Laden has better technology at his disposal than the National Security Agency, which is responsible for protecting the nation's information systems and providing foreign intelligence aimed at uncovering threats against the country, the director of the agency said in a television interview to be broadcast Tuesday night.
Bin Laden's superior technological capabilities helped him to mastermind the simultaneous 1998 bombings of U.S. embassies in Kenya and Tanzania that killed 224 people, including 12 Americans, said General Mike Hayden, head of the NSA, in the interview to be broadcast on CBS' 60 Minutes II news show, according to reports from the Associated Press and Reuters news wires.
Bin Laden has been indicted in the bombings and has allegedly carried out a global plot to kill Americans and wreck U.S. government property. He has said publicly that those are his goals. Four men said to have links to bin Laden currently are on trial in the bombing conspiracy case in New York federal court.
"Osama bin Laden has at his disposal the wealth of a $3-trillion-a-year telecommunications industry that he can rely on," the news wires quote Hayden as saying in the TV interview. "We are behind the curve in keeping up with the global telecommunications revolution."
The NSA is the country's top cryptologic group, using satellites, interceptions of telephones, e-mail, faxes and radio transmissions, and other eavesdropping methods to detect threats to the U.S. According to the NSA Web site, the agency is "a high-technology organization ... on the frontiers of communications and data processing" and "remains a world leader in many technological fields."
But it also, apparently, has not kept pace with advances and has become vulnerable to failures that imperil its system, and by extension the nation, Hayden said in the interview. In January of last year, the agency suffered an information overload that took down all of the computers at its Maryland headquarters, leaving Americans worldwide vulnerable for three and a half days.
"NSA headquarters was brain dead," Hayden said in the interview. "We had some residual ability at our locations around the world, but I don't want to trivialize this. This was really bad."
The system failure was kept secret because "the knowledge that we were down would increase the risk significantly to Americans around the world," he said.

Be sure to bookmark all the threads you like or want to be able to see again, otherwise you may never be able to find them later.
Hopefully there will be some tripping-up provided by the "Fog of War" a la Clausewitz (or maybe "Fog of Terrorism"). These guys aren't 10 feet tall and they screw up too; one may even hope that some of them have given themselves anthrax, maybe by licking the envelopes to seal them. But they had enough resources, suicidal dedication, and luck on 9/11 to catch us in a soft spot with a scenario no one imagined.
A big problem is that there seem to be a lot of them and they have access to a lot of money. The money -- and the broken US immigration policies and enforcement -- are the "centers of gravity" in this campaign.
Can't conirm it but Serge put up a thread stating that the Red Cross brought in anthrax to pre-Taliban-Afghanistan to make anthrax vaccines. How much do you want to bet that the Red Cross uses AMES strain anthrax to make vaccines and that the lab was NOT destroyed when the Taliban took over ?
