Albanians Stall Macedonian Vote on Peace

SKOPJE (Reuters) - A session of the Macedonian parliament to adopt civil rights reforms was canceled on Saturday when ethnic Albanian MPs failed to show, precipitating another diplomatic scramble to preserve a troubled peace plan.

Alain le Roy and James Pardew, the special European Union and U.S. envoys struggling to steer the August peace plan past recalcitrant ethnic nationalists to ratification, immediately trooped to parliament to see how to resolve the latest impasse.

After almost two months of filibustering, absenteeism and diversionary tactics, the legislature was to have adopted 15 equal rights amendments one by one by Friday and ratify the whole package on Monday in the presence of Western sponsors.

But the timetable was thrown in doubt when Friday's session adjourned early at the request of ethnic Albanian MPs objecting to revised wording in two amendments, then derailed when they refused to show up for a makeup session on Saturday.

``We hope it's not as bad as it seems,'' said a European diplomat grappling with another of the Balkan-style imbroglios that have plagued the peace plan every step of the way.

Compounding the headaches of diplomatic troubleshooters was a sudden announcement by the nationalist interior minister that police would start excavating an alleged mass grave on Sunday in an area inhabited by edgy former guerrillas.

The move, pushed by Macedonian hard-liners who have tried to block reforms in parliament, raised concern about possible violence involving demobilized insurgents angry over the lack of an amnesty promised by the government.

EU, U.S., NATO and OSCE envoys had inconclusive talks with Interior Minister Ljube Boskovski on Saturday and were to see him again in the evening to ask for restraint and coordination with both local Albanians and the U.N. war crimes tribunal.

``We could have a security problem if it's not done without coordination with us (to avert dangerous misunderstandings with Albanians). It could be perceived as a challenge to the ex-NLA,'' said a NATO official, referring to the rebel movement.

DISINFORMATION STIRS TENSION

Parliamentary delays and the government's unwillingness to grant a broad, clear amnesty have unnerved guerrillas who disbanded in September to fulfil their end of the peace bargain, and raised the specter of a relapse into violence. Tensions have been fanned by reports in nationalist media, dismissed by diplomats and even the moderate defense ministry as anti-reform disinformation, that rebels are remobilizing with reinforcements streaming in by night from Kosovo.

But it is an ethnic Albanian party that has ironically snarled parliament just when ratification looked in the bag.

The Party of Democratic Prosperity (PDP) said it would reject draft amendments to the constitution's preamble and clause on religious rights because their wording would not achieve civic equality for all as intended by the peace accord.

Diplomats bemoaned the move because it gave an opening to Macedonian nationalists keen to impede if not kill reforms.

Hardline parliament speaker Stojan Andov served notice he would bar ratification because, he said, it would mean nothing unless at least two-thirds of the 25 minority Albanian deputies, including the PDP, joined to endorse all amendments.

``...It would be historic naivet for the Macedonian nation and state if we vote for a new constitution not supported by the serious majority of Albanian MPs,'' said Prime Minister Ljubco Georgievski, the leading nationalist and Andov ally.

``To be so unserious could cause another war in three years time because we would have structures (Albanian militants) who could claim that they did not vote for this constitution.''

The overall two-thirds margin -- 81 votes -- needed to amend the constitution can be mustered alone by the two largest Macedonian parties and the ethnic Albanian DPA party who have grudgingly settled differences over preamble rewording.

The Albanians in FYROMacedonia in a suprise move (not the the Balkan Freeper Brigade) have rejected the current NATO peace deal this week. Why?

Winter is arriving into the Balkans. Camp Bondsteel is a sitting duck when the snows close the pass and the fogs ground the planes and UCK fired stingers get the rest.

Al-Qaeda will strike where the striking is good.

This may be a good thing in disguise. At some point NATO is going to have to reverse itself, and if they can blame it on the Albanians, that's just fine.

In 1998 the clinton State Department listed Al-Qeada as supporting terrorists in Kosovo and Bosnia. How many of them went into Macedonia?

The presidents of Yugoslavia and Macedonia are launching a joint struggle against ethnic Albanian militants.

The two leaders promise defence co-operation and co-ordinated security efforts along their borders.

They say they will work together to crush militants operating in Macedonia and Serbia, Yugoslavia's larger republic.

"We hope for international solidarity, because terrorism has the same appearance all over the world," Yugoslav President Vojislav Kostunica said after agreeing the deal with Macedonian President Boris Trajkovski.

Neither leader offered specifics on the plans.

Macedonia, a former Yugoslav republic, and Yugoslavia have long hinted they would increase their cooperation to fight militants.

But the latest talks indicate Macedonia's desire to quell renewed disturbances in the northern part of the country.

Yugoslav and Macedonian authorities claim that ethnic Albanian militants are nothing more than terrorist groups.

Once again the Kosovo Liberation Army prepares to stun the world with a shattering blitzkrieg of fire and maneuver. Veteran UCK cadres, bolstered by several hundred Eastern holy warriors, have given Skopje their final warning: As the snows come, so will the descendents of Ancient Illyria.

Trained in mountain combat and fighting for the right of all men to be free of Slavic hegemony and terror, the KLA seeks to defend the Tetovo Republic from revisionist forces that refuse to acknowledge Greater Albanian sovereignty in the Balkans.

American OSCE head Craig Jenness giving the KLA high command the green light in Skopje several weeks ago. Washington and London will not interfere in the KLA Winter offensive he advises. American DIA agents swarming Skopje now as they provide logistical and intelligence support to the newly reconstituted Albanian army.

The Balkans a powderkeg of 1914 dimensions now. The West cannot -- will not -- attempt to discourage the KLA from striking their legitimate blow for freedom. To do so could find Camp Bondsteel cut off in a brutal Winter, even as the Afghan campaign falters...

Mankind on the brink of holocaust. Only the Kosovo Liberation Army stands between innocent Albanians and Slavic genocide once the West is stunned by the coming Islamic entente nuclear assault.

Skopje must yield or be destroyed. The legendary "handfull of America's best" prepare to direct the KLA to victory once more -- as an old friend soon joins them in Skopje.

This September article below is indeed troubling given the current agressive blocking moves by the Albanian political arm of the KLA-NLA in Skopje.

The militant Muslim organizations in the Balkans, recently backed so warmly by Clinton and Albright, must now be seen as another arm of Osama's Al Qaeda Terror machine.

The American troopers in the Balkans should be ready for significant action as winter descends upon this violent region of Eastern Europe.

A link has been discovered between the humanitarian organization Jeta operating in Macedonia and Osama bin Laden’s Jeda-based bank


US Bondsteel--a desgnated terrorist target

Well-trained mujahedin groups are prepared to strike U.S. facilities in this region in case the United States attacks Afghanistan, Dnevnik reports relying on well-informed sources. Part of those groups is located in the Debar region and Kosovo and is put on stand-by to attack the U.S. bases Able Sentry in Petrovec near Skopje and Bondsteel in Kosovo.

Anonymous sources say the threat has come from “Commander Beard” (or “Mjekra” in Albanian). “Commander Mjekra” is one of the key persons in the collaboration between the NLA and the KLA and is in charge of intelligence issues. He is the connection between the mujahedin group of 200-300 that has been located in the surroundings of Debar for quite some time now, and the mujahedins stationed in Kosovo. The Debar mujahedins have come from Albania, presumably from one of the training camps near Peshkopea and Kuks and are linked to the NLA.

Macedonian intelligence officers say this is yet another proof of the NLA ties with the Islamic fundamentalists that are directly bound up to bin Laden’s warriors. These ties are now confirmed by the U.S. intelligence, even though they have kept silent so far regarding these matters.

In the wake of the terrorist attack on the World Trade Center in New York and the founded suspicion that it was Osama bin Laden who masterminded the attack, as well as following the articles published in Dnevnik about the possible link of this terrorist with the NLA, the foreign intelligence services operating in Macedonia suddenly increased their interest in the domestic intelligence’s past reports on possible ties between bin Laden and the Balkan events.

After this, we may well say, expected turn of interest of the foreign intelligence officers in Skopje, they started sifting through the activities of the humanitarian organizations in the territory of Macedonia, such as Jeta, Spikes of Goodness (“Klasje na dobrinata” in Macedonian) and El Hilal. During the Kosovo crisis, Macedonian and foreign media already ran features on possible financial connections of these organizations with the Islamic Bank in Jeda, Saudi Arabia, and on the money laundering attempts through certain banks in Pristina and Tirana. And it is exactly the Jeda-based bank that the foreign intelligence for a considerable time has regarded as a financial branch office of bin Laden’s organization Al Qaeda.

According to U.S. intelligence reports, the Albania-based training camp Bajram Curi is directly financed by Al Qaeda through these banks. Reports addressed to foreign intelligence services also list some actual names assumed to be involved in all these humanitarian military transactions. For instance, Zharku Gafur is one of the leading figures in Jeta, while his relative Xhabir Gafur is NLA commander. After exchanging data with American colleagues concerned by the presence in Macedonia of Ali Husein and Mahdi Dindirevi, Islamic Bank representatives, both from the Sudan, the Americans confirmed that there is a connection here with bin Laden.

I think you make a critical error in failing to differentiate between the coming Kosovo Liberation Army Winter offensive, and the planned Islamic entente Balkan attacks during Ramadan. They are two separate and distinct campaigns.

The KLA will attack to further its grip on the Tetovo Republic and prepare for next year's campaign versus Greece. The fire elements of this offensive will seek to kill Macedonian soldiers, police officers, and government officials -- while increasing pressures on the corrupt Skopje government and Parliament.

The maneuver element of this fight will serve to further tighten the noose around KFOR supply lines to Kosovo. Unfortunately there may be more traffic "accidents" this Winter than normal on the Skopje-Prishtina road -- oh well...

Three individuals can provide focus for students of this campaign...

As mentioned, Craig Jenness has given the KLA the green light. He is notoriously anti-Brit -- whether cuckolding his Brit buddy with the beautiful Barbara in Sarajevo during the Kosovo war, or taking down the Canadian second in command of the Tirana stationed OSCE KVM elements during the same campaign -- he will always stick it to London if it furthers his own career.

He is a "fixer" -- and he has the KLA ready to strike.

Keep an eye on the movements of former US ambassador to Bosnia Thomas Miller. Embroiled in scandal, he will seek to save his career as the new ambassador to Greece the only way he can -- by taking down November 17. He has been ordered to do this by the White House -- he can only do it with the help of his KLA buddies.

Should he pop up in Bosnia again before the end of the year, make a notation somewhere...

Finally there is the American operator known only as "Nomad." Reliable sources within the KLA advise this close friend of the Congressman to soon reappear in Skopje. This is significant and signals the US is working closely once again with K-6 cells in the capital.

Nomad is good -- very good. If he is in Skopje again it means someone at a very high level is going to be hit or the entire government is coming down...

The KLA soon to stun the world once again...

Bosnia now resembles cold war Berlin to a certain degree -- a divided entity crawling with spooks and free lancers that could spark World War III. There America and the Brits are weak and the Islamic entente is strong.

Al Qaeda attacks there are not an offensive except perhaps in the same design as Tet in 1968. That military victory for the US ended up losing the political war and is the reason the capital is known as Ho Chi Minh City today...

Beginning sometime around the first of the year look for some two thousand Bosnian Serbs to start getting paid by the US government as the result of a "Privatisation" deal. It is expected that several hundred former RS special forces types will find their way on these payrolls.

These warriors may end up being "loaned" out in the RS to assist SFOR in security purposes. This is how serious the US believes the Islamic entente threat in Bosnia is.

Twenty Americans killed in Bosnia wins the Islamic entente a tremendous psychological victory as well as forcing Americans to reexamine this failed mission. Sarajevo is the capital and this is where the attacks should come. The Brigade is strongest in Zenica, but few Americans congregate there.

I would look for a suicide attack on the Internet Cafe (the club not a place with computers) or its equivalent. The NGO and embassy crowd in Sarajevo are very cliquish and they always find one spot to congregate in for drinks and dancing on a Friday night.

No security at these places and no emergency exits. One trigger man wrapped in dynamite to the dance floor, one shooter down the long axis -- and a couple grenade tossing, pistol firing watchers at the exit...

Properly planned this attack will kill about thirty to forty ex-pats and wound another hundred -- more if the exit is properly blocked...

An attack on the Harp in Sarajevo -- where the Brits hang out is less likely. A couple old SAS types keep pretty good watch on that place...

Once this attack goes I would suspect the Islamic entente to attempt a modern day "Night of the Long Knives" -- where their veteran killers would storm individual residences and team houses in trying to up the count...

Don't kid yourself, despite five plus years keeping the peace in Bosnia, Westerners have no clue about Sarajevo. If you are an American or Brit there then you are a dead man walking if the opposition decides you are going down...

That's just the way it is...

So I would suggest you look at these coming fights separately if you so desire. Two entirely different struggles, two entirely different methodologies and axis of attack.

The safest American is the soldier "fighting" Afghanistan. The American in Bosnia or ground zero of "Allah's Suitcase is the next casualty...

If that very detailed Situation Report is accurate, seems that your "Forces of freedom" have the whole package just about wrapped up.

Looks like it's all over but the bloodshed in the Balkan Zone.
