An amendment to the state pneumatic gun law that went into effect July 1 overrides ordinances in Henry County and Martinsville. The amendment bars any state locality “from adopting an ordinance that prohibits the shooting of pneumatic guns on private property, with permission of the owner of the property, if reasonable care is taken to prevent a projectile from crossing the bounds of the property.” The bill also invalidates any local ordinances that conflict with it. That is according to a summary of SB 757, which was introduced by state Sen. Roscoe Reynolds, D-Ridgeway. According to the new law, “‘Pneumatic...

Ty Brann likes the neighborly feel of his local hardware store. The fourth-generation Ventura County resident and small business owner has been going to the B & B Do it Center on Mobile Avenue in Camarillo for many years. His company, Kastle Kare, does pest control, landscaping and plant care, and he’s a B & B regular. What's next, water pistols? The Bronx is expanding its successful gun buyback program to include -- for the first time in the city -- BB and air guns, officials announced yesterday. Although not normally lethal, BB and air guns sometimes are used by criminals to scare victims into thinking the weapons are conventional, deadly handguns. People who surrender such weapons Jan. 23 at several churches in The Bronx will be given a $50 gift or cash card for each BB gun turned in, up to a $150 cap. The churches will also accept regular guns. BB guns retail for between...

BB guns and other nonpowder guns are often thought of as toys, but they injure as many as 21,000 Americans each year, according to the American Academy of Pediatrics. On Christmas day, a Florida boy was among those who got injured this year. It's a scene right out of Humorist Jean Shepherd's A Christmas Story, only this story takes place in Palm Beach, Florida, so the cast of charters is a little different. A boy gets a pellet gun for Christmas, and tries out his new toy by shooting his autistic cousin in the buttocks, according to the Treasure Coast...

WASHINGTON – Federal officials are routinely asking courts to order cellphone companies to furnish real-time tracking data so they can pinpoint the whereabouts of drug traffickers, fugitives and other criminal suspects, according to judges and industry lawyers. In some cases, judges have granted the requests without requiring the government to demonstrate that there is probable cause to believe that a crime is taking place or that the inquiry will yield evidence of a crime. Privacy advocates fear such a practice may expose average Americans to a new level of government scrutiny of their daily lives.

Exposure, especially in The Observer, has done little to hold the state and private sector in check. A worker at a Downtown steam plant who brought a pellet rifle to work to shoot pigeons was mistaken for a sniper Wednesday afternoon, prompting police to shut down part of the city for about two hours. Richard Wills, of Dawson, Fayette County, a maintenance worker in the Pittsburgh Allegheny County Thermal building, brought the weapon to work to chase pigeons away from broken windows on the building's roof, said PACT President Robert Fazio. Someone apparently spotted him - and his rifle - when he stepped out onto the roof for a few seconds, Fazio said. At least three witnesses...

A week ago, Noel Borden was sleeping in a bunker in Baghdad. On Sunday night, he and his fiancée, Sarah Harmon, slept on a pillow-top bed in a luxurious third-floor suite at the Ann Bean Mansion Bed and Breakfast in Stillwater. They lit a fire, tried out the hot tub and ate a gourmet meal — poached pears with a berry compote and vegetable quiche — for breakfast. Rummaging through a junk drawer the other day, I ran across a little government pamphlet that says on the back: "This book is valuable. Do not lose it." It is from the United States office of Price Administration and titled, "War Ration Book No. 3." Inside the book are four pages of 48 ration stamps each. Darned if I can remember exactly how these ration stamps were used -- I was just a kid during the Second World War. But, this book has my name on it, so I kept it. No reason. I just did. BBC reporter Andrew Gilligan has resigned in the wake of the criticism directed at him in the Hutton report. Mr Gilligan conceded some of his story was wrong, and apologised for it. He said his departure was at his own initiative, but described the BBC collectively as the victim of a "grave injustice". Earlier departing BBC director general Greg Dyke said he was shocked by the findings of the Hutton Inquiry and did not accept all of the report. He said Lord Hutton had "given the benefit of doubt to every government witness and not to any at the...
