When you do a search on the internet, it becomes obvious that the Man in the know would have been Colonel John Peabody, commander of the 3rd Infantry Division's 11th engineer brigade. In was in early April that they found thousands of small containers of powder in one of the bunkers. Surely the 11th engineer brigade would have done a pretty thorough search of the facilities bunkers.
