    The FBI charged Nicholas Teausant, a 20-year-old National Guard reservist, with attempting to help al Qaeda carry out a plot to attack the subway system in Los Angeles.

    Teausant was a frequent Internet contributor to forums for would-be terrorists and is said to have owned a copy of the One Mujahid Pocketbook, which instructs readers on how to be a “lone wolf” terrorist and construct bombs.”

    According to satellite and radar evidence, he said, the plane then changed course and could have continued flying for a further seven hours.

    He said the “movements are consistent with the deliberate action of someone on the plane”.”

    SNIPPET: “Early this morning I was briefed by the investigation team – which includes the FAA, NTSB, the AAIB, the Malaysian authorities and the Acting Minister of Transport – on new information that sheds further light on what happened to MH370.

    Based on new satellite information, we can say with a high degree of certainty that the Aircraft Communications Addressing and Reporting System (ACARS) was disabled just before the aircraft reached the East coast of peninsular Malaysia. Shortly afterwards, near the border between Malaysian and Vietnamese air traffic control, the aircraft’s transponder was switched off.

    From this point onwards, the Royal Malaysian Air Force primary radar showed that an aircraft which was believed – but not confirmed – to be MH370 did indeed turn back. It then flew in a westerly direction back over peninsular Malaysia before turning northwest. Up until the point at which it left military primary radar coverage, these movements are consistent with deliberate action by someone on the plane.Today, based on raw satellite data that was obtained from the satellite data service provider, we can confirm that the aircraft shown in the primary radar data was flight MH370. After much forensic work and deliberation, the FAA, NTSB, AAIB and the Malaysian authorities, working separately on the same data, concur.

    According to the new data, the last confirmed communication between the plane and the satellite was at 8:11AM Malaysian time on Saturday 8th March. The investigations team is making further calculations which will indicate how far the aircraft may have flown after this last point of contact. This will help us to refine the search.”

    Detainee Transfer Announced

    The Department of Defense announced today the transfer of Ahmed Belbacha from the detention facility at Guantánamo Bay to the Government of Algeria.

    As directed by the President’s Jan. 22, 2009, Executive Order, the interagency Guantánamo Review Task Force conducted a comprehensive review of this case. As a result of that review, which examined a number of factors, including security issues, Belbacha was designated for transfer by unanimous consent among the six departments and agencies comprising the task force.

    In accordance with congressionally-mandated reporting requirements, the administration informed Congress of its intent to transfer this individual.
    The United States is grateful to the Government of Algeria for its willingness to support ongoing U.S. efforts to close the Guantánamo Bay detention facility. The United States coordinated with the Government of Algeria to ensure this transfer took place with appropriate security and humane treatment assurances.

    Today, 154 detainees remain at Guantánamo Bay.

    Alhassane Ould Mohamed, also known as “Cheibani,” a Malian citizen charged with the murder and attempted murder of United States Embassy personnel stationed in Niamey, Niger, in December 2000, will be arraigned today at 2:00 p.m. in the Eastern District of New York. Mohamed was extradited to the United States by the Malian government, and today will be his first appearance on these charges in the United States.

    The charges were announced by Loretta E. Lynch, United States Attorney for the Eastern District of New York, and George Venizelos, Assistant Director-in-Charge, Federal Bureau of Investigation (FBI), New York Field Office.

    “The investigation indicates that the defendant and his confederate brazenly shot and killed U.S. diplomat William Bultemeier in Niger, and wounded U.S. Marine Christopher McNeely as he bravely risked his life to attempt to save his colleague. Today’s extradition shows that the sacrifice of Mr. Bultemeier and the courage of Staff Sergeant McNeely in service to this country have not been forgotten. The tireless efforts of the United States in bringing the defendant to face these charges demonstrate our commitment to bringing to justice those charged with harming our diplomats and embassy personnel,” stated United States Attorney Lynch. Ms. Lynch expressed her grateful appreciation to the governments of Mali and Niger for their exceptional assistance and cooperation in this investigation.

    “An attack on U.S. Government personnel, whether domestic or abroad, is an attack on the United States. The extradition of the defendant by the Malian Government to the United States to face charges of murdering U.S. diplomat Bultemeier and attempting to murder Staff Sergeant McNeely is a testament to the cooperative efforts of our law enforcement and international partners. The arms of our justice system are long and far-reaching, and this case should send a clear message to all fugitives: the U.S. Government will not rest until they are brought to justice for their crimes,” stated FBI Assistant Director-in-Charge Venizelos.

    According to the indictment, in the early morning hours of December 23, 2000, the defendant and a co-conspirator accosted a group of employees of the United States Embassy in Niger as they left a restaurant in Niamey, Niger.

    Carrying a pistol and an AK-47 assault rifle, the two men approached Department of Defense official William Bultemeier as he was about to enter his car, a white sport-utility vehicle bearing diplomatic license plates clearly indicating that it belonged to the United States Embassy. The defendant demanded that Mr. Bultemeier turn over the keys to the diplomatic vehicle and shot Mr. Bultemeier with the pistol. Staff Sergeant Christopher McNeely, the Marine Detachment Commander for the United States Embassy in Niger at the time, ran to Mr. Bultemeier’s aid. The defendant’s co-conspirator then fired his AK-47 at Mr. Bultemeier and Staff Sergeant McNeely, hitting them both. After rifling through Mr. Bultemeier’s pockets to get the car keys, the defendant and his fellow assailant drove away in the United States Embassy vehicle.

    Mr. Bultemeier died of the injuries inflicted by the gunshot wounds. Staff Sergeant McNeely survived the shooting, and later retired from the Marine Corps as a Master Sergeant.

    On September 13, 2013, a grand jury in the Eastern District of New York returned a sealed indictment charging the defendant with one count of murdering an internationally protected person, in violation of Title 18, United States Code, Section 1116(a), and one count of attempting to murder an internationally protected person, in violation of Title 18, United States Code, Section 1116(a). At the request of the United States, the Malian government thereafter commenced extradition proceedings against the defendant in December 2013, and he was ordered extradited in January 2014 in accordance with the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons.

    The charges in the indictment are merely allegations, and the defendant is presumed innocent unless and until proven guilty.

    The government’s case is being prosecuted by Assistant United States Attorneys Zainab Ahmad and Celia Cohen, with assistance from Trial Attorney Jennifer Levy of the Justice Department’s Counterterrorism Section and Trial Attorney Dan E. Stigall of the Justice Department’s Office of International Affairs.

    The spokesperson added that they had informed the authorities concerned immediately after the call, the China Post reports.

    The anonymous caller started off the conversation in French but later spoke in Mandarin as the China Airlines’s staff do not understand French. He said he represented the East Turkestan Liberation Organisation; the authenticity of the phone call or the person’s identity could not be verified.”

    INTERPOL Tehran identifies two Iranian nationals who used legal documents ahead of flight MH 370

    LYON, France - INTERPOL’s National Central Bureau in Tehran has confirmed the identity of two Iranian nationals who used authentic passports to travel to Kuala Lumpur before using stolen Austrian and Italian passports to board missing Malaysia Airlines flight MH 370.

    INTERPOL Secretary General Ronald K. Noble said the two men’s identities were confirmed by Iranian authorities as Seyed Mohammed Reza Delavar, aged 29 and Pouria Nourmohammadi, aged 18.

    The two men used the Austrian and Italian passports that were recorded in INTERPOL’s Stolen and Lost Travel Documents (SLTD) database to board China-bound flight MH 370.

    “It was thanks to the thorough and swift response by INTERPOL’s National Central Bureau in Tehran that these two men have been identified,” said Secretary General Noble. “NCB Tehran has also confirmed that neither of the men had a criminal record and both left Iran legally, and we are now calling on the public’s assistance in providing additional information about their movements,” he added.

    “As we work to identify any criminal network which may have facilitated the theft of the passports used by these individuals to travel internationally, it remains of serious concern to INTERPOL that approximately four out of every 10 international passengers are not being screened against our SLTD database, and this should be a worry for us all,” added the INTERPOL Chief.

    “If countries are not carrying out full screening of international passengers against INTERPOL’s databases, then we must look to work with private industry in addressing this security gap,” added Mr Noble.

    The INTERPOL Chief announced during a press conference at the General Secretariat headquarters that Qatar Airways and Air Arabia would pilot INTERPOL’s I-Checkit initiative, which will allow private sector partners in the travel, hotel and banking industries to screen documents against the SLTD database when people book a plane ticket, check into a hotel or open a bank account.

    By screening travel document numbers, type and country of issuance of all prospective passengers against INTERPOL’s SLTD database, the enquirer will be alerted to any documents which have been reported lost or stolen and which may represent a security threat.

    “After waiting years for more than a handful of member countries to take the necessary steps to systematically protect their citizens and visitors from individuals using stolen passports to cross borders, we are pleased to now have the opportunity to work with global airlines to put this vital additional passenger security measure in place,” concluded the INTERPOL Chief.

    Since its creation in 2002, INTERPOL’s SLTD database has grown from a few thousand passports and searches to more than 40 million entries and more than 800 million searches per year, resulting in more than 60,000 hits.

    In 2013 the US searched the database more than 238 million times; the UK more than 140 million times and the UAE more than 104 million times. Terrorists, murderers and war criminals have previously been identified by INTERPOL as having travelled internationally using stolen passports.

    In 2013, less than 20 of INTERPOL’s 190 member countries systematically checked passports of international travellers against INTERPOL’s databases.

    INTERPOL confirms at least two stolen passports used by passengers on missing Malaysian Airlines flight 370 were registered in its databases

    INTERPOL examining additional suspect passports

    LYON, France - INTERPOL can confirm that at least two passports – Austrian and Italian – recorded in its Stolen and Lost Travel Documents (SLTD) database were used by passengers on board missing Malaysia Airlines flight MH 370.

    The Austrian and Italian passports were added to INTERPOL’s SLTD database after their theft in Thailand in 2012 and 2013 respectively. INTERPOL is also conducting checks on all other passports used to board flight MH 370 which may have been reported stolen.

    No checks of the stolen Austrian and Italian passports were made by any country between the time they were entered into INTERPOL’s database and the departure of flight MH 370. At this time, INTERPOL is therefore unable to determine on how many other occasions these passports were used to board flights or cross borders.

    INTERPOL is currently in contact with its National Central Bureaus in the involved countries to determine the true identities of the passengers who used these stolen passports to board the missing Malaysia Airlines flight.

    “Whilst it is too soon to speculate about any connection between these stolen passports and the missing plane, it is clearly of great concern that any passenger was able to board an international flight using a stolen passport listed in INTERPOL’s databases,” said INTERPOL Secretary General Ronald K. Noble

    “What is important at the moment is to find out what caused Malaysia Airlines flight 370 to go missing, and in this regard INTERPOL is making all needed resources available to help relevant authorities in Malaysia and elsewhere find out what happened. In the meantime, our thoughts and prayers are with the families, loved ones and friends of the 239 passengers and crew on board,” said Mr Noble.

    “This is a situation we had hoped never to see. For years INTERPOL has asked why should countries wait for a tragedy to put prudent security measures in place at borders and boarding gates,” said Secretary General Noble.

    “Now, we have a real case where the world is speculating whether the stolen passport holders were terrorists, while INTERPOL is asking why only a handful of countries worldwide are taking care to make sure that persons possessing stolen passports are not boarding international flights,” added the INTERPOL Chief, pointing to the predicted increase in international travel reaching 1.5 billion passengers by 2017.

    Last year passengers were able to board planes more than a billion times without having their passports screened against INTERPOL’s databases. As far back as 2002 following the September 11, 2001 terrorist attacks, INTERPOL created its SLTD database to help countries secure their borders and protect their citizens from terrorists and other dangerous criminals known to use fraudulent travel documents.

    Since then INTERPOL’s database has grown from a few thousand passports and searches to more than 40 million entries and more than 800 million searches per year, averaging 60,000 hits. *In 2013 the US searched the database more than 238 million times; the UK more than 140 million times and the UAE more than 104 million times.

    Unfortunately, few member countries systematically search INTERPOL’s databases to determine whether a passenger is using a stolen or lost travel document to board a plane.

    “If Malaysia Airlines and all airlines worldwide were able to check the passport details of prospective passengers against INTERPOL’s database, then we would not have to speculate whether stolen passports were used by terrorists to board MH 370. We would know that stolen passports were not used by any of the passengers to board that flight,” said Secretary General Noble.

    “For the sake of innocent passengers who go through invasive security measures prior to boarding flights in order to get to their destination safely, I sincerely hope that governments and airlines worldwide will learn from the tragedy of missing flight MH 370 and begin to screen all passengers’ passports prior to allowing them to board flights. Doing so will indeed take us a step closer to ensuring safer travel,” concluded the head of INTERPOL.

    10.28 Ronald Noble, Interpol’s secretary general, is giving a press conference now. He says the two Iranians flew from Doha to Kuala Lumpar, where they were flying on to Beijing. They used Iranian passports to enter Malaysia on February 28, but used stolen passports to fly onwards.

    He said the name of the second passenger on the stolen passport was Delavar Syed Mohammad Reza, 30, also Iranian.

    Neither Iranian is on the Interpol database.

    SNIPPET: “Police chief Khalid Abu Bakar said Tuesday that the man, whom the BBC identified as 19-year-old Pouria Nour Mohammad Mehrdad, was not believed to be a member of a terrorist group. Bakar says Mehrdad was believed to be planning to reach Frankfurt, Germany, and added that that the young man’s mother was waiting for him and had been in contact with the police. Bakar said she contacted Malaysian authorities to inform them of her concern when her son didn’t get in touch with her.

    The second passenger using a stolen passport has not been identified.

    However, late Monday, the BBC’s Persian service reported that both men who bought the stolen passports were Iranians who planned to use them to migrate to Europe. The report cited a friend of both men who hosted them at his home in Kuala Lumpur as they prepared to travel to Beijing, the final destination of the flight.”

    The friend, who knew one of the men from his school days in Iran, said the men had bought the fake passports because they wanted to migrate to Europe.”

    SNIPPET: “ MANHATTAN (CN) - A British man testifying on Monday at the trial of Osama bin Laden’s son-in-law said he planned to blow up a plane on a domestic flight on a suicide mission, along with “Shoe Bomber” Richard Reid, after the Sept. 11 attacks, but bailed on the plan at the last minute.

    “I was supposed to fly to the United States of America” in December 2001, Saajid Badat testified from London via live video during the trial of Sulaiman Abu Ghaith, who is accused of conspiring to kill Americans and supporting a terrorist organization.

    Badat outlined plans that he said bin Laden and “five to 10” others hatched to “destroy an airplane.” “We were supposed to bring down flights,” he said.

    He said he “spoke to Osama bin Laden” in September or early October 2001, and that bin Laden and about “five to 10 people” were “talking about this particular mission,” and that he and Reid were to be given an “explosive device.””

    SNIPPET: “He testified that depending on how the plot progressed with al Qaida higher-ups, he and Reid were to board separate domestic flights with explosives hidden in their shoes and detonate them.

    The second option was to detonate planes on transatlantic flights.

    SNIPPET: “18.30 The Financial Times has some interesting detail about the tickets used by the two men travelling on stolen passports. Apparently, the tickets were bought from the Grand Horizon travel agency in Thailand and purchased by an Iranian man known to the agency only as “Mr Ali”.

    He’s apparently a regular middleman for flight bookings and it’s not clear that he even knew the men were travelling illegally. According to Benjaporn Krutnait, the agency owner, he didn’t specify which flights to put the men on and asked only for the cheapest flights to Europe (they were booked to fly from Beijing on to Amsterdam). The tickets were paid for in cash by an associate of Mr Ali’s.

    The FT was unable to reach Mr Ali on a Tehran mobile number.”

    Travel agent Benjaporn Krutnait, booked the tickets through a business contact whom she only knew as “Mr Ali”. She said that his first request to book cheap tickets to Europe for the two men was made on March 1.”

    SNIPPET: “Benjaporn initially reserved one of the men on a Qatar Airways flight and the other on Etihad. But the tickets expired when Benjaporn did not hear back from Ali.”

    Hasan spent around a week at a hotel in Bulgaria’s Black Sea resort of Nesebar. He was alone during the stay and claimed he was a tourist.

    He wore different caps all the time. Two of them, with emblems of US baseball teams, were found at his hotel room in Nesebar by the police.”
