Simply declare all delegates from both states 50/50. The full delegates can be seated at the convention. People, who need to save face, can. Nobody loses. Nobody wins - it's a wash. Nobody can accuse the other of cheating, and it's fair to both campaigns. Who can argue with that? This is a good idea. The clock is ticking. Whats the alternative - 1968?
The voters will accept this. After all, fair is fair.
In World Championship Boxing, the judges go to the scorecards when a boxer receives a head wound and is unable to continue. The unfortunate pugilist, who is behind on points when the decisive blow is struck, loses. The best he can hope for is a draw on all three judges scorecards. Yes, he was planning to knock out his opponent the very next round. But who knew. Who would have guessed such a thing at the beginning of the fight?
The decisive blow was struck when the rule not to seat them at the convention was set. The democratic process is unable to continue as is (to avoid another 1968), and the best they can hope for is a draw.
Some will not be happy. Well, too bad. So sad. It's fair. Move along...
