    How dumb things happen at smart universities. The public’s UC Berkeley harvests family savings, Alumni donations, supporter’s money and taxes. Cal. ranked #1 public university total academic cost (resident) as a result of the Provost’s, Chancellor’s ‘charge residents higher tuition’. UCB tuition is rising faster than other universities.

    Cal ranked # 2 in faculty earning potential. Spending on salaries increased 29% in last six years. Believe it: Harvard College less costly.

    University of California negates the promise of equality of opportunity: access, affordability. Self-absorbed Provost Breslauer Chancellor Birgeneau are outspoken on ‘charging residents much higher’ tuition.

    Birgeneau ($450,000) Breslauer ($306,000) like to blame the politicians, since they stopped giving them their entitled funding. The ‘charge instate students higher tuition’ skyrocketed fees by an average 14% per year from 2006 to 2011 academic years. If they had allowed fees to rise at the same rate of inflation over past 10 years they would still be in reach of middle income students. Breslauer Birgeneau increase disparities in higher education, defeat the promise of equality of opportunity, and create a less-educated work force.

    Additional state tax funding must sunset. The sluggish economy, 10% unemployment devastates family savings. Simply asking for more taxes (Prop 30, 38) to spend on self-absorbed Cal. leadership, inefficient higher education practices, over-the-top salaries, bonuses, is not the answer.

    UCB is to maximize access to the widest number of residence at a reasonable cost. Birgeneau Breslauer’s ‘charge Californians higher tuition’ denies middle income families the transformative value of Cal.

    The California dream: keep it alive and well. Fire hapless Provost George W Breslauer. Clueless Chancellor Birgeneau resigned. Cal. leadership must accept responsibility for failing Californians.

Chancellor Robert J Birgeneau ($450,000 salary) displaces Californians qualified for public university education at Cal. for a $50,600 payment by a foreign student.

    The need for transparency at UC Berkeley has never been so clear. UC Berkeley, # 70 Forbes ranking, is not increasing enrollment. Birgeneau accepts $50,600 foreign students at the EXPENSE of displaced qualified instate Californians (If amortization of fixed assets funded by Californians are included in foreign and out of state tuition calculations they would pay more than $100,000+ and would NOT subsidize instate tuition)

    UC Regent Chairwoman Lansing and President Yudof both agree to discriminate against Californians for the admission of foreigners. Birgeneau, Yudof, Lansing need to answer to Californians.

If wages better elsewhere, chancellors, vice chancellors, tenured, non tenured faculty, UCOP apply for the positions. If wages are what commit to UC, leave for better paying position. UC wages must reflect California's ability to pay, not what others are paid. There is no good reason to raise tuition, fees during the longest, deepest recession in California’s history when wage concessions are available from Chancellors, Faculty. The sky will not fall on UC. Share the sacrifices UC President, Faculty, Chancellors, Vice Chancellors, UCOP: No furloughs 18 percent reduction in UCOP salaries & $50 million cut. 18 percent prune of campus chancellors', vice chancellors' salaries. 15 percent trim of tenured faculty salaries, increased teaching load 10 percent decrease in non-tenured faculty salaries, as well as increase research, teaching load 100% elimination of all Academic Senate, Academic Council costs, wages.

    (17,000 UC paid employees earn more than $100,000)

    UC Board of Regents Chair Sherry Lansing can bridge the public trust gap with reassurances that salaries of Chancellors Faculty reflect depressed California wages.

    The sky will not fall on the 10 campuses with UC’s shared sacrifices.

    UC Berkeley’s recent elimination of popular sports programs highlighted endemic problems in the university’s management. Chancellor Robert Birgeneau’s eight-year fiscal track record is dismal indeed. He would like to blame the politicians in Sacramento, since they stopped giving him every dollar he has asked for, and the state legislators do share some responsibility for the financial crisis. But not in the sense he means.

    A competent chancellor would have been on top of identifying inefficiencies in the system and then crafting a plan to fix them. Compentent oversight by the Board of Regents and the legislature would have required him to provide data on problems and on what steps he was taking to solve them. Instead, every year Birgeneau would request a budget increase, the regents would agree to it, and the legislature would provide. The hard questions were avoided by all concerned, and the problems just piled up to $150 million….until there was no money left.

    It’s not that Birgeneau was unaware that there were, in fact, waste and inefficiencies in the system. Faculty and staff have raised issues with senior management, but when they failed to see relevant action taken, they stopped. Finally, Birgeneau engaged some expensive ($3 million) consultants, Bain & Company, to tell him what he should have been able to find out from the bright, engaged people in his own organization.

    From time to time, a whistleblower would bring some glaring problem to light, but the chancellor’s response was to dig in and defend rather than listen and act. Since UC has been exempted from most whistleblower lawsuits, there are ultimately no negative consequences for maintaining inefficiencies.

    In short, there is plenty of blame to go around. But you never want a serious crisis to go to waste. An opportunity now exists for the UC president, Board of Regents, and California legislators to jolt UC Berkeley back to life, applying some simple check-and-balance management principles. Increasing the budget is not enough; transforming senior management is necessary. The faculty, students, staff, academic senate, Cal. alumni, and taxpayers await the transformation.

    $3 million impartial consultants never bite the hands (Birgeneau/Yeary) that feed them!
    Mr. Birgeneau’s accountabilities include “inspiring innovation, leading change.” This involves “defining outcomes, energizing others at all levels and ensuring continuing commitment.” Instead of deploying his leadership and setting a good example by doing the work of his Chancellor’s job, Mr. Birgeneau outsourced his work to the $3,000,000 consultants. Doesn’t he engage UC and UC Berkeley people at all levels to examine inefficiencies and recommend $150 million of trims? Hasn’t he talked to Cornell and the University of North Carolina - which also hired the consultants — about best practices and recommendations that will eliminate inefficiencies?
    No wonder the faculty, staff, students, Senate & Assembly are angry and suspicious.
    In today’s economy three million dollars is a irresponsible price to pay when a knowledgeable ‘world-class’ UCB Chancellor and his bloated staff do not do the work of their jobs.

    Why does one of the top universities in the world have to spend $3 million of taxpayer money for consultants to do what should be done internally by UCB Chancellor Birgeneau? Who teaches auditors how to audit? Do UC professors not have the knowledge to perform what they teach? Having firsthand knowledge of consulting, I know one cardinal rule, "Consultants don't bite the hand that pays you." In a nutshell, we have a high-paid, skilled UCB Chancellor who is unable or unwilling to do the job he is paid to do. Why do we wonder that UC and California are in a financial crisis! I'm sure taxpayers would not object to the $3 million payout if the money is reimbursed by taking money from the UCB Chancellor's salary over the next 10 years. Stop the reckless spending of $3,000,000 on consultants and UC President Yudof have the UCB Chancellor Birgeneau do the job using his world class faculty, staff and UCB Academic Senate executive management. Earn your $450,000 salary Chancellor Birgeneau!(ANd save UCB $3,000,000)
