What little I know of the recall process is from following a recall attempt here a couple of years ago to remove some elected officials (it was either Latah County commissioners or Moscow City Council members) who had voted to raise their own salaries.
IIRC to force a recall election a separate petition was needed for each individual to be recalled, since the number of signatures needed was based on a percentage of the number of votes the official had received when elected. Regarding filing requirements and petition validation procedures I have no information.
When did the government restart to issue paper currency? All the paper money (bank notes) presently in use is issued by the Federal Reserve System of banks, not the government, although the gov. prints the paper for the banks.
