<p>HOUSTON (AP) --  NAACP delegates voted Tuesday to oppose a proposed ballot initiative by University of California regent Ward Connerly that would bar the state from classifying residents by race.</p> <p>The resolution to oppose all "racial privacy initiatives" was approved by delegates at the National Association for the Advancement of Colored People's annual convention.</p>

<p>HOUSTON (AP) --  In a speech that criticized President Bush and Attorney General John Ashcroft, NAACP board chairman Julian Bond lashed out at the way federal authorities have handled civil rights.</p> <p>Two years ago, President Bush "promised to enforce the civil rights laws," Bond said. "We knew he was in the oil business -- we just didn't know it was snake oil."</p>
