The woman's suit claims that an October 12, 2006, sexual assault by her supervisor capped almost a year of escalating sexual harassment. An indictment that accuses an East St. Louis official of attempted murder of a witness officially acknowledges for the first time that federal authorities are investigating voter fraud in the city. Although Kelvin Ellis, who heads the city's department of regulatory affairs, has not been charged with voter fraud, the indictment makes clear that agents have been investigating him for that since early October.
