    Labor unions are protesting a controversial Bush administration proposal that would cut overtime pay for scores of white-collar workers. The overhaul of the Fair Labor Standards Act would make it easier for employers to promote hourly wage earners eligible for overtime to salaried managers who are not. The Labor Department says the plan would help 1.3 million additional low-wage workers collect overtime pay.
