&#x26;#x3C;p&#x26;#x3E;The declaration expressed &#x26;#x22;concern and disagreement&#x26;#x22; with a 226-198 vote on July 15 in the U.S. Congress that would require the U.S. State Department to monitor issuance of such cards and punish countries that fail to take steps to prevent fraud.&#x26;#x3C;/p&#x26;#x3E;
