Why This Campaign Is Important This race is important primarily because no Democrat filed to run against the Republican incumbent, Tom Davis. The only candidates on the ballot are Davis, a four-term incumbent, chairman of the Republican National Congressional Campaign, and independent Frank Creel, a political newcomer. Davis is usually described as a "moderate" Republican, a term used repeatedly by the media to describe Republicans who are not strongly against abortion.
