The West Central Tribune is the latest daily newspaper in Minnesota to endorse the Independence Party candidate for governor. Tom Horner is in a three-way race with Democrat Mark Dayton and Republican Tom Emmer. The West Central Tribune said Monday that Horner is a moderate, much like the majority of Minnesotans.
