The Constitution does not mandate federal allowance of immigration whereas the Constitution DOES at least have an implied mandate for the feds to REPEL INVASIONS (Art I, Sec 8, Cl 15) and not to give AID or COMFORT to our enemies (Art III, Sec 3) which is impeachable treason (Art II, Sec 4).
