Abstract: As part of the FBI’s Uniform Crime Reports system, the FBI gathers and reports both civilian and police officer justifiable homicide statistics. The methods by which these numbers are gathered make them gross undercounts of the actual legal, defensive homicides by citizens. Furthermore, comparing the civilian justifiable homicide numbers to criminal homicides for public policy cost/benefit analysis understates the crime reducing effects of civilian gun ownership.

More than 400 fatal police killings a year are sanctioned by local, state and federal authorities as justified homicides, but the FBI doesn’t specifically track how many times officers are prosecuted for improperly causing a person’s death. The FBI said Tuesday that it doesn’t keep statistics on specific prosecutions of law enforcement officers because it doesn’t track crimes by profession, though it does track justified homicide rulings. There were five justifiable homicides in Saginaw from 2000 to 2010, though the Federal Bureau of Investigation only knows that one of those cases was justifiable. The killing is one of 117 civilian justifiable homicides that took place from 2000 to 2010 in Michigan, according to FBI statistics, though an MLive investigation has shown those numbers are incomplete. Saginaw Police Department Detective Sgt. Joseph Dutoi said the agency reports to the state whenever there is a homicide, and the department is supposed to file another report when the homicides are determined to be justified.

ROWLAND - A convenience store clerk who shot a man to death during a robbery attempt on Friday has not been charged, Rowland Police Chief Daniel Bradsher said. The incident happened about 6:30 a.m. at the Circle B convenience store on U.S. 301. Bradsher said clerk Clyde Bobby Carson shot Montrovia Aunte McLeod in the abdomen with a .44-caliber Magnum pistol. McLeod, 27, died at the scene. He lived in Garner. A coroner's jury needed 30 minutes Friday to determine a Las Vegas detective was justified in fatally shooting a 22--year-old Las Vegan on May 1. The undercover officer, Timothy Schoening, testified during a coroner's inquest that he was on a stakeout May 1 near Eastern and Eucalyptus avenues when a pickup pulled up just a few feet from his undercover vehicle.
