<description>Police Officer Frank Tepper, who shot and killed an unarmed 21-year-old man in Port Richmond in November during a street fight, is losing his badge, police announced today. The announcement came from Police Commissioner Charles H. Ramsey, who has reviewed the investigation into Tepper that was done by the Internal Affairs unit. Tepper, 43, was off duty when he shot and killed William Panas, Jr., on Nov. 21. Since the shooting, he has been relegated to office duty, and now will be suspended for 30 days with an intent to dismiss.</description>
