This is a long shot, but I am writing a paper for one of my terrorism classes (DO THIS EVENING!), covering the Madrid Bombing, and have been unsuccessfully searching for what I remember being &#x26;#x22;declaration&#x26;#x27;s of war,&#x26;#x22; or &#x26;#x22;resumption of war&#x26;#x22; to retake Europe found in unexploded backpacks. I remember explicitly reading about something to this effect, but cannot find this information anywhere. Can anyone out there point me in the right direction? Thanks either way.</description>
