Montreal — The Quebec college of physicians has issued a warning to doctors to stop performing virginity tests, a practice linked to bridal purity and family honour. Gynecological exams for virginity certificates contravene the profession’s code of ethics on several grounds, including breaching patient confidentiality, said Charles Bernard, president of the Collčge des médecins, in an interview. The practise is outrageous, repugnant, irrelevant and unacceptable, he said. “Imagine a doctor who does a gynecological examination with the sole purpose of … it goes beyond the imagination. And it’s degrading to women,” Dr. Bernard said. The College was responding to a...

In its first 11 days of operation, Oct. 1 through Friday, HealthSource RI fielded 62,000 unique website visits. Of these visitors, about 5,500 started accounts (created a username and password) and 1,698 completed their applications and selected a health insurance plan. These numbers were released Saturday by Christine C. Ferguson, director of the agency. HealthSource RI is not saying how many of the 1,698 who completed applications are small businesses (a key focus of the exchange) nor how many qualified for Medicaid.

A novel device that uses only sunlight and wastewater to produce hydrogen gas could provide a sustainable energy source while improving the efficiency of wastewater treatment. A research team led by Yat Li, assoc. prof. of chemistry at the Univ. of California, Santa Cruz, developed the solar-microbial device and reported their results in ACS Nano. The hybrid device combines a microbial fuel cell (MFC) and a type of solar cell called a photoelectrochemical cell (PEC). In the MFC component, bacteria degrade organic matter in the wastewater, generating electricity in the process. The biologically generated electricity is delivered to the PEC...

Congresswoman Sheila Jackson Lee (D-TX), who has been rumored as being considered to replace Janet Napolitano to head the Department of Homeland Security, used some very strange language earlier this week to characterize a sentiment for a clean resolution to end the government shutdown. She labeled it a form of “martial law.” Yes, we have heard Ms. Lee say some whimsical and ridiculous things in her time in office, which I’m sure embarrass her fellow Texans, but this has to be one of the most ridiculous ones to date. Last week I wrote a column accusing the president of having a vindictive streak — of deliberately trying to make the lives of average Americans worse just so he could score ideological and political points. We already knew from how he handled the budget sequester that Obama liked this approach. He ordered Cabinet secretaries not to do their jobs — i.e., to manage as best they could under spending restraints — but instead to find ways to make the cuts needlessly painful for innocents caught in the Beltway crossfire. The federal health-care exchange that opened a dozen days ago is marred by snags beyond the widely publicized computer gridlock that has thwarted Americans trying to buy a health plan. Even when consumers have been able to sign up, insurers sometimes can’t tell who their new customers are because of a separate set of computer defects. The problems stem from a feature of the online marketplace’s computer system that is designed to send each insurer a daily report listing people who have just enrolled. WASHINGTON—A decision by the Obama administration to require that consumers create online accounts before they can browse health overhaul insurance plans appears to have led to many of the glitches that have frustrated customers, independent experts say. Most e-commerce websites—as well as medicare.gov—are not designed to require those merely browsing to set up accounts. But it’s one of the first steps on healthcare.gov. Consumers trying to create their accounts multiplied the volume of online transactions that overwhelmed the website last week, causing long waits and exasperation. Many people were stopped by a balky security questions page.

It seemed to violate the federal Health Insurance Portability and Accountability Act, or HIPAA, that prohibits release of medical information. SNIP A two-month Tribune-Review investigation found VA workers or contractors committed 14,215 privacy violations at 167 facilities from 2010 through May 31, victimizing at least 101,018 veterans and 551 VA employees. Condemning the stupefying incompetence and callous disregard for the families of veterans who died during the “shutdown”, Judge Jeanine lambastes the Obama administration, the Pentagon, and the whole collection of Washington political hacks. She is especially tough on Defense Secretary Chuck Hagel. The judge also decries our gargantuan national debt and the president’s desire to raise the debt ceiling yet again. In the judge’s view, any Congress that leaves us with increased debt should have all members forfeit their entire Congressional pension. Better yet, she says, throw all of them out — both parties, both houses.

People in 17 states, including Maryland and Virginia, who tried to buy groceries using electronic food-stamp cards were turned away from supermarkets Saturday as a result of a computer outage. The system failure affected low-income individuals and families who receive food benefits through the SNAP and WIC programs. The outage occurred during a “routine test” of backup systems Saturday morning, Jennifer Wasmer, a spokeswoman for Xerox, which administers the program, said. By late Saturday, access had been restored. After the system failed, SNAP and WIC beneficiaries in the affected states were unable to buy food using electronic benefit transfers.

What that means--and my colleagues know what it means--is that you can put a bill on in just minutes," she said.

Proposed South Dakota raw milk regulations will make it difficult for smaller operations to continue selling the substance in the state.  Department of Agriculture officials finished a third public hearing on the issue on Wednesday, saying the rules are necessary to ensure safety.  A legislative committee last August had rejected the rules until it had more information on their financial impact for farmers. The State of South Dakota currently allows the sale of raw milk, though not from retail stores.  Farms are allowed to sell the popular substance directly to consumers. Raw milk must also be clearly labeled as raw, but no...
