I just watched Obama's speech about the Christmas day bomber. He did not use the eye level teleprompters. I also noticed that he did not use them for the speeches he gave from Hawaii. He appeared to be using a prompter in the podium. You could see him looking down to read but he did not turn any pages. I assume that he has taken so much grief (and rightly so) for his teleprompter that he is trying to change. He is not doing a good job.
