Smoking bans and casinos

Casinos in Illinois have posted double-digit revenue declines since a smoking ban took effect there in January. And it's not primarily because high air fares stop tourists from visiting the Windy City in search of a game of chance. "The smoking ban is having a major impact," Tom Swoik, head of the Illinois Casino Gaming Association, told The Wall Street Journal last week.
'Smoking police' hit the streets to shock people into quitting[UK]

Smokers will be stopped in the street and asked to take a carbon monoxide test in London's most hard-hitting anti-smoking campaign. 'Smoking police' will target people at betting shops, bus stops and shopping centres to shock them into giving up cigarettes. They will be asked to breathe into a monitor to show how much carbon monoxide is in their bodies, and could then be signed up to local stop-smoking services and given access to counsellors. Pro-smoking group Forest described the campaign as a humiliating infringement of civil liberties. Ealing Primary Care Trust, which is funding the £75,000 scheme, said it...

Across Pennsylvania, smoking ban becomes law

Pennsylvania's statewide smoking ban, 15 years in the making in Harrisburg, became law today. Cindy Thomas, executive director of Tobacco Free Allegheny, has provided answers to these questions about the new law, which bans smoking in most public places and is aimed at making the state's workplaces smoke-free. What penalties does a person face if he or she is caught smoking in a place where smoking is prohibited? The Clean Indoor Air Act provides for the following penalties: The owner, operator or manager of the premises may be penalized for failure to post proper signs. Each offense can bring a...

Hub seeks more bans on tobacco:
Sales at drugstores, on campuses targeted

Cigarette sales at Boston drugstores and on college campuses would be banned under sweeping new tobacco control rules likely to win initial approval today from health regulators. The restrictions, which would give Boston among the toughest antismoking laws in the nation, could go into effect early next year. The rules would also stamp out smoking on the patios of restaurants and bars with outside service; tobacco use has been banned inside since 2003. And, after a five-year grace period, the city would shutter cigar bars, swank salons catering to tobacco connoisseurs, which were exempt from the earlier regulation. The measures...

Eshoo bill would put a stop to flavored cigarettes enjoyed by children and hipsters.
AUGUSTA, Maine — On Monday, Maine joins other U.S. states and Canadian provinces that have made it illegal to smoke in a car while children are present. But for the first year the law's in effect, violators will only get warnings. A law passed by the state legislature earlier this year outlaws smoking in cars while youths under 16 are present. It's modelled after a tougher ordinance in the city of Bangor, Maine. California, Arkansas and Louisiana have passed similar laws, as have Puerto Rico and some Canadian provinces. Other states have also looked at the proposal. When he signed...

Will State Collect Cigarette Tax From Senecas?

As our lawmakers look for ways to save money, they've approved a plan to tax cigarette sales on Indian reservations. The New York State Senate approved legislation Friday that would require retailers on Indian reservations to charge a tax on tobacco sales. State Senator Dale Volker was one of the senators who voted for it. "You're talking about a situation where we got a deficit and here's three to four hundred million dollars," Volker said. "And if we get that money, obviously that makes a big difference in the deficit." Senator Antoine Thompson agreed Saturday saying that it was at...

Why L.A. Should Be Pushed Into The Sea August 8, 2008 - by Richard Miniter In the 1950s, the most puritanical place in America was somewhere in Kansas. Today it is Los Angeles. Exhibit A: A proposal by the L.A. city council to ban smoking outdoors. Outdoors. Say on a patio or hotel balcony. Puritans are people who want to live according to a strict moral code of their own devising and want to make you live their way too. The first round of Puritans murdered their king, Charles I, and ignited the English Civil War, which left many cities...

Cigarette Tax Burnout

Politicians in Annapolis are scratching their heads wondering what happened to all those chain smokers who were supposed to help balance Maryland's budget. Last year the legislature doubled the cigarette tax to $2 a pack to pay for expanded health-care coverage. Eight months later, cigarette sales have plunged 25% and the state is in fiscal distress again. A few pols are pretending to be happy that 30 million fewer cigarette packs have been bought in the state so far this year. As House Majority Leader Kumar Barve put it, fewer people smoking is "a good thing." Yes, except that Maryland...

After just returning from a 2 week holiday to my home country, I can sadly conclude we Brits have become obsessed with public smoking. I can understand why people shouldn’t smoke on trains, but even in the outside of a train station, as long as it is covered, NO SMOKING! At Heathrow airport, NO SMOKING! (Even Changi Airport in Singapore has had the civility to keep smoking rooms available for those inclined.)
House Votes to Let FDA Regulate Tobacco Industry

The House approved legislation yesterday that would for the first time empower the Food and Drug Administration to regulate the tobacco industry, a measure long sought by anti-smoking advocates. After about 40 minutes of sometimes passionate debate, the House voted 326 to 102 to approve the measure, which would give the agency broad authority over cigarette makers, including the power to ban marketing of cigarettes to children, require disclosure of tobacco ingredients and mandate larger, more specific health warnings. It would also enable the agency to require tobacco companies to reduce or eliminate harmful ingredients and ban candy- and fruit-flavored...

Rise in Tax, Drop in Cigarette Sales May Squeeze Md.'s Expected Revenue

Cigarette sales have dropped by nearly 25 percent in Maryland since the state's tobacco tax doubled in January, as sticker shock apparently has curtailed some residents' smoking and sent others across the border for better deals. Maryland lawmakers voted last fall to raise the tax to $2 a pack to help bridge a budget shortfall and expand subsidized health care. Fiscal analysts predicted that the new rate, the sixth highest in the nation, would cause cigarette sales to drop off, following a pattern with past increases. But the decline during the first six months of the year significantly exceeded their...

The public health rationale is simple: to protect bar patrons and employees from exposure to secondhand smoke. But according to economists Scott Adams of the University of Wisconsin-Milwaukee, and Chad Cotti of the University of South Carolina, smoking bans have had some unintended and deadly consequences. Specifically, they have led to an increase in drunk-driving fatalities. The economists studied a variety of municipalities that passed smoking bans. But the Congressional Black Caucus has not severed its financial ties to big tobacco. And that can complicate matters when the political discussion involves smoking’s impact on African-Americans. A rift has opened in the 43-member caucus over a menthol provision in legislation that would enable the Food and Drug Administration to regulate tobacco.
