Saddam poured out his complaints &#x26;#x22;to whom it may concern&#x26;#x22; in two Christmas 2003 letters, handwritten in Arabic, which he gave to his U.S. military jailers, the Daily News has learned. The letters were part of 352 pages of Hussein&#x26;#x27;s declassified FBI file, requested and obtained by the News after the dictator&#x26;#x27;s execution in Dec. 2006.
