    The store chain Target has decided this Christmas to ban the Salvation Army from placing their bell ringers outside their stores to solicit funds for the wonderful work they do for our nation's most vulnerable.     I just received a phone call from an organization which is soliciting donations on behalf of disabled Vietnam veterans in the Texas area. The call was somewhat suspicious because, when prompted for their affiliation with any political groups, their response was "We're completely legal.
