The words &#x26;#x22;General&#x26;#x22; and &#x26;#x22;Welfare&#x26;#x22; were not placed there to give the Government authority to spend on whatever they want (ie healthcare), they&#x26;#x27;re there to simply make it known that the Government has to always spend for the country as a whole, not for some single group.
