    Authorities in Mississippi have arrested a suspect in the two fatal shootings last week during what authorities initially thought were phony police stops in the northern part of the state. James D. Willie, 28, has been charged with two counts of capital murder in the shootings. Willie, who has an extensive criminal record, was arrested Tuesday on rape and aggravated-assault charges. Police allegedly found a Ruger 9mm, semi-automatic handgun in his possession during the arrest, which investigators determined to be a match of the weapon used in last week's shootings.
