Though still short of full diplomatic recognition, move raises representation to level of PLO missions in many European countries and Canada. The United States State Department has upgraded the Palestinian Liberation Organization's mission in Washington, the PLO's U.S. representative said on Thursday. The upgrade, which will give the PLO Mission to the U.S. the status of 'Delegation General', became effective beginning July 20, 2010. Ambassador Maen Rashid Areikat, the PLO's representative to the United States, said that the decision was preceded by several consultations made over the past year between the PLO Mission and the Obama administration.

Taiwan's air force said Friday it was planning to upgrade the island's U.S.-made and indigenous fighter jets to maintain the balance of air power across the Taiwan Strait. The upgrades are aimed at boosting the fighters' performance and avoid a "gap in Taiwan's war-fighting capabilities," the island's semi- official Central News Agency reported Friday. The upgrades would seek to address "the trend of the tipping of the military balance in the Taiwan Strait," the air force reportedly said, without elaborating. South Texas is not only going to get its first interstate - it is also going to get a second and a third. State transportation officials knew one of three southern highways - U.S. Highway 281 in Hidalgo County, U.S. Highway 77 in Cameron County or U.S. Highway 59 in Webb County - would eventually become part of an interstate stretching from the Texas-Mexico border to Texarkana, in the northeast part of the state. With crumbling streets, gridlocked traffic and mounds of trash, Los Angeles County's deteriorating infrastructure needs $50 billion in upgrades over the next five years to meet growing demands, a statewide engineers group said Thursday. SACRAMENTO (AP) - California air pollution regulators, frustrated with the failure of a voluntary plan promoted by the trucking industry, instituted mandatory requirements Thursday to clean up illegal diesel engines. FORT WORTH, Texas - The U.S. Army has rushed a handful of upgrades for the AH-64 Apache attack helicopter into the field in recent months, making the aircraft easier to deploy and extending its combat range by nearly an hour, according to industry and government officials.
