    I have said here before that candidates have to "inspire" voters. Kennedy, Reagan, Clinton, Obama all "inspired" voters. Now I will give you that the top of the ticket should be the inspiration. However, when the top of the ticket fails to inspire [ala McCain], the second person needs to bring some inspiration. Voters need to really love or hate a candidate to get up and vote.
