Four people were killed and another four were wounded when a gunman wearing a ballistic vest started shooting in Philadelphia Monday night, according to a report. The deadly gunfire rang out in the Kingsessing part of the city around 8: 30 p.m. A suspect was under arrest, the Philadelphia Inquirer reported, citing authorities. A South Carolina teenager was charged with involuntary manslaughter after police say she fired a shot at a friend in a bulletproof vest, but missed the Kevlar and struck him in the heart. Anderson County Sheriff's Lt. Shelia Cole said Blake Wardell, 26, found an old flak jacket early Wednesday morning in Greenville, put it on and asked 18-year-old Taylor Kelly to shoot him. BROWNSVILLE — A “suspicious object protruding from the brush” in Starr County led Border Patrol agents to a weapons cache that included an AK-47, three M4-style assault rifles, hand grenades, military-style uniforms and other related items, Customs and Border Protection said Monday. Concerned that U.S. troops are already saddled with too much heavy gear, military officials will not require them to wear improved body armor until manufacturers cut the weight of the new protective plates. The Army plans to buy 120,000 sets of the advanced bullet-blocking plates this year.
