Jackie Winters formally entered the race to unseat Democratic Congresswoman Darlene Hooley on Wednesday.</p> <p>Winters had been contemplating the race for several months but wanted to wait until her mind cleared after the 2003 legislative session ended. Her decision was clinched, she said, when she won the support from one wavering family member.</p>
