    WORCESTER— Peter I. Blute, a former Republican congressman and one of Central Massachusetts’ best known political and media figures, has resurfaced as host of a new morning radio talk show set to debut Monday on WCRN-AM 830. In addition to hiring Mr. Blute, the radio station’s owner, Carter Broadcasting of Boston, is converting the Worcester-based station from an oldies musical format to all talk, and is installing the syndicated show of Boston talk fixture Howie Carr — a former colleague of Mr. Blute at Boston’s WRKO — in the prime 3-7 p.m. slot.
