What about home-schooling? Would that be do-able? If his parents’ existing schedules don’t allow, what about a neighbor who lives near them? Maybe a retired teacher?

Time for homeschooling? If I had grand kids living close enough, I’d do it. There’s lots of on line help from religious sources on how to do it, and materials also.
Missouri has an on line state program K12 and has agreements with local districts for the state testing/monitoring.
This says the mandate only applies to the 7th grade and above:
It’s still evil but hopefully your grandkid can avoid it.
Make sure his parents find out if it even applies to him.
