I wish you health, fellow Ukrainians!

Today, there are several new sanctions decisions by our state – two packages of sanctions.

This is synchronization with partners regarding those individuals who directly work for or assist Russian aggression. It also means sanctions against the entities of the terrorist state related to critical infrastructure. Each name, each company name is a specific guilty party to the fact that Russian terror continues.

Ukraine complements international sanctions mechanisms with its own sanctions. And we are working to ensure that the sanctions of our partners are extended to those against whom Ukraine has already made appropriate decisions.

Today I signed decrees on more than 300 legal entities and almost 150 individuals of the terrorist state. And our special services, first of all the Security Service of Ukraine, as well as the Cabinet of Ministers and the National Security and Defense Council, will continue their work. There will be other sanctions decisions.

There were several important reports today. In particular, on eliminating the consequences of Russian strikes. In different regions. Thousands of people are working in Kherson, Zaporizhzhia, Dnipro, Donetsk and Kharkiv regions in utilities, in the State Emergency Service, in medical services, as volunteers to help people and preserve our infrastructure – the essentials for a normal life. I am grateful to each and every person who provides medical care to Ukrainians, who works to extinguish fires after shelling. I thank everyone who restores electricity and water supply, who clears unexploded ordnance and demines the area. All of this is a special kind of courage and dedication, and I am grateful for it.

Today I would like to recognize the employees of the State Emergency Service of Ukraine in Nikopol. Russian troops are bombarding the city almost every day. And every day our people are there to save lives. Captain of the Civil Defense Service Mykola Tkach, Senior Lieutenant Bohdan Tarasiuk, Master Sergeants Oleksandr Bilokon and Oleksandr Zhur, and Sergeant Maksym Preyda. I thank you guys, all your colleagues, and everyone who helps. I would also like to recognize the rescuers who work in Odesa region. Master Sergeants Serhiy Herasymenko, Serhiy Tsymbalystyi, Vitaliy Labutin, Chief Master Sergeants of the Civil Defense Service Ihor Yatsenko and Oleh Shmidt. I thank you, all your colleagues, for efficiency and consistently courageous work.

Of course, I was in touch with the commanders. Maximum attention is paid to Donetsk directions. In particular, Avdiivka. Also Kharkiv region and Kupyansk direction. I am grateful to everyone who is resilient and holds our positions – every soldier, every sergeant, every commander. Today there was also a report from the Head of the Security Service of Ukraine – there are new results in countering enemy operations and collaborators. These are important results, and I am grateful for them. I thank everyone who cares about our country, everyone who fights and works for Ukraine and Ukrainians, everyone who adds their strength to the common strength of our country. The people that is fighting will definitely survive.

Ukraine joins the group of countries, which have condemned North Korea’s missile launch using ballistic technologies conducted on 21 November 2023.

Use by the DPRK of ballistic technology in missile launches as well as the continuation of the North Korea’s missile and nuclear programs are a direct violation of multiple UN Security Council resolutions.

Any activities that pace a treat to the peace and stability on the Korean Peninsula and in the world must be immediately halted.

The international community must strengthen the efforts to put pressure on Pyongyang in order to maintain the rules-based international order and ensure stability and security on the Korean Peninsula.

Ukraine also calls on the international community to respond resolutely to the actions of the russian federation, which provides assistance to the North Korean regime in the development of prohibited programs and grossly violates the norms of international law and relevant resolutions of the UN Security Council.

Day 638 of the russian full-scale military aggression against Ukraine continues.

During the day of November 23, there were 52 combat engagements. The enemy launched a total of 38 air strikes, 32 MLRS attacks at the positions of Ukrainian troops and various settlements.

russian terrorist attacks have unfortunately resulted in deaths and injuries among civilians. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.

The operational situation in eastern and southern Ukraine remains difficult.

VOLYN and POISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

SIVERSHCHYNA and SOBOZHANSHCHYNA AXISaxes: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The invaders launched air strikes in the vicinities of Kostobobriv (Chernihiv oblast), Oleksandriya (Sumy oblast). Around 20 settlements came under enemy artillery and mortar fire, including Khrinivka (Chernihiv oblast), Basivka, Stepok, Mezenivka, Turya (Sumy oblast), Hraniv, Bochkove, Vovchansk (Kharkiv oblast).

KUPYANSK AXIS: the enemy conducted assault operations with air support in the vicinity of Synkivka, (Kharkiv oblast), where Ukrainian defenders repelled 2 attacks. The occupiers launched air strikes near Kupyansk, Kurylivka, Ivanivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).

LYMAN AXIS: the adversary did not conduct any offensives. The invaders launched air strikes in the area of Serebryanske forestry (Luhansk oblast) and Spirne (Donetsk oblast). The occupiers fired artillery and mortars at around 15 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Verkhniokamyanske, Spirne, Rozdolivka (Donetsk oblast).

BAKHMUT AXIS: the invaders made unsuccessful assaults near Klishchiyivka and Andriyivka (Donetsk oblast), where Ukrainian defenders repelled 10 attacks. The adversary launched air strikes in the vicinities of Chasiv Yar, Bohdanivka, Klishchiyivka, Toretsk (Donetsk oblast). More than 10 settlements, including Chasiv Yar, Bohdanivka, Ivanivske, Klishchiyivka, New York (Donetsk oblast), came under artillery and mortar fire.

AVDIYIVKA AXIS: the enemy conducted unsuccessful assault operations with air support east of Novokalynove, Pervomaiske and Avdiyivka (Donetsk oblast), where the Ukrainian Defense Forces repelled 18 attacks. The invaders launched 6 air strikes near Avdiyivka. The enemy fired artillery and mortars at around 20 settlements, including Berdychi, Stepove, Avdiyivka, Pervomaiske, Nevelske (Donetsk oblast).

MARYINKA AXIS: the adversary made failed assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 11 attacks. Around 10 settlements, including Krasnohorivka, Heorhiyivka, Maryinka, Novomykhailivka, Pobjeda (Donetsk oblast) were under artillery and mortar fire of the occupiers.

SHAKHTARSKE axis: the adversary conducted no assaults. The enemy launched air strikes near the settlements of Vodyane and Urozhaine (Donetsk oblast). Around 10 settlements, including Vuhledar, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under artillery and mortar fire.

ZAPORIZHZHIA AXIS: the enemy did not conduct any offensives. More than 15 settlements, including Hulyaipole, Orikhiv, Mala Tokmachka, Robotyne, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.

Kherson axis: the settlement of Antonivka (Kherson oblast), the city of Kherson, as well as the settlement of Dmytrivka and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.

At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.

Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and continue to inflict fire on the enemy.

During the day of November 23, Ukrainian Air Force launched 11 strikes on concentrations of troops, weapons and military equipment of the occupiers.

The Ukrainian missile troops hit 3 concentrations of troops, weapons and military equipment, 1 command post, 1 air defense system, 4 artillery systems of the russian invaders.

In 2023, under the coordination of the Ministry of Energy, Ukraine received 496 cargoes of humanitarian aid for the energy sector weighing 5,938 tonnes. In 2023, about 120 companies, government agencies and NGOs from 34 countries provided assistance.

“Preparing for the heating season amid the war has become a real challenge for the energy sector. Repairs and restoration were carried out, among other things, with the help of power equipment we received from our partners. We are grateful to each country for their assistance, which ensured that Ukrainians’ homes have heat and light,” said Minister of Energy of Ukraine German Galushchenko.

The equipment received from our partners includes generators, transformers and autotransformers, surge arresters, circuit breakers of various capacities, special equipment, etc. Some of the equipment (over 5.200 tonnes) has already been distributed to 104 companies in the fuel and energy sector.

Energy companies in Mykolaiv (657 tonnes), Donetsk (494 tonnes) and Kherson (454 tonnes) regions received the most assistance. A significant amount of equipment was also donated by our partners to meet the needs of energy companies in Kharkiv, Chernihiv, Sumy, Zaporizhzhia and Odesa regions.

In total, since the start of the full-scale invasion, Ukraine has received more than 10,500 tonnes of power equipment from 35 countries.

The second batch of humanitarian aid, consisting of electrical equipment, has been sent from Azerbaijan to Ukraine. The humanitarian cargo includes more than 900,000 meters of electrical cables and wires, as well as 18 transformers and transformer substations. A convoy of 23 trucks with humanitarian aid, provided by the Ministry of Energy of Azerbaijan, left the Sumgayit Technologies Park on November 21.

According to an order by the country’s president, Ilham Aliyev, another batch of electrical equipment, valued at $7.6 million, is to be sent to Ukraine in the near future as part of humanitarian aid. Azerbaijan sent the first batch of humanitarian aid to Ukraine in late October. Ukraine appreciates great help from Azerbaijan and the Azerbaijani people, Ukrainian Ambassador to Azerbaijan Vladislav Kanevsky told. “History confirms Ukraine and Azerbaijan’s affinity. Countries assisted one another at the most difficult times in our history. And today, we are overwhelmed by Azerbaijan and the Azerbaijani people’s generosity.

This includes both humanitarian help and support in reconstructing damaged infrastructure. The Azerbaijani government has already set aside more than $30 million for this purpose.” he said. Vladislav Kanevsky stated that Ukraine is delighted that an additional $7.6 million was just given by decree of Azerbaijan’s President, Ilham Aliyev.

This sum will benefit the energy industry first and foremost, and Ukraine is pleased that thousands of its citizens were able to survive the winter owing to Azerbaijan’s assistance last year.

Slovenia willing to allocate up to EUR 5 million in grants for the reconstruction of infrastructure facilities

Deputy Minister of Communities, Territories and Infrastructure Development for European Integration Anna Yurchenko and Head of the State Agency for the Restoration and Infrastructure Development of Ukraine Mustafa Nayem met with the delegation of the Republic of Slovenia.
Reconstruction projects can be submitted to the Centre for International Cooperation and Development of Slovenia (CMSR). Grant funds will cover up to 50% of the project cost.

“Since the beginning of the full-scale war, Slovenia has already provided EUR 4.3 million in humanitarian aid to Ukraine and another EUR 1 million to finance the humanitarian project Grain from Ukraine. This is Slovenia’s largest humanitarian aid in the last decade. We are grateful to Slovenia for such significant support of Ukraine and readiness to cooperate further,” commented Anna Yurchenko, Deputy Minister of Communities, Territories and Infrastructure Development for European Integration.

Project submission procedure:
• Submission of a digital application (project proposal) through the CMSR website;
• Evaluation of project proposals:
• Presentation of the project to the financier;
• Approval by the CMSR Board and the Government of Slovenia;
• Conclusion of the donor agreement.

During his visit to Kyiv earlier this year, the Prime Minister of Slovenia said that his country was ready to participate in the reconstruction of Izium in Kharkiv region. In July, Slovenia decided to provide assistance to Ukraine for humanitarian demining totalling EUR 1.5 million.
In 2022, the Ministry of Foreign and European Affairs (MFA) of Slovenia allocated EUR 3.46 million in budget funds for humanitarian, material and development assistance to Ukraine, and in 2023, it is expected to allocate up to EUR 6.14 million.

CMSR, which will be responsible for the implementation of the reconstruction projects, has extensive experience in implementing reconstruction projects around the world. Since 2007, more than 120 projects have been successfully implemented with the support of the Government of the Republic of Slovenia.

Oleh Nemchinov meets with Deputy Minister of Foreign Affairs of the Hellenic Republic

Today, Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov held a videoconference meeting with Kostas Fragoyiannis, Deputy Minister for Economic Diplomacy and Openness at the Ministry of Foreign Affairs of the Hellenic Republic.

Oleh Nemchinov started the videoconference by thanking Greece for the support and assistance provided to Ukraine and our citizens since the first days of the full-scale invasion.

“Today, our countries face a number of challenges. But I strongly believe that the key to their successful overcoming is our interaction and cooperation. I would like to note that we stand ready to further develop mutually beneficial relations with the Hellenic Republic, which is an important partner of Ukraine in Europe.

15 January 2024 will mark the 32nd anniversary of the establishment of diplomatic relations between Ukraine and Greece. A landmark event this year was the meeting of President of Ukraine Volodymyr Zelenskyy with President of Greece Katerina Sakellaropoulou and Prime Minister of Greece Kyriakos Mitsotakis on 21 August 2023,” said Minister of the Cabinet of Ministers of Ukraine Oleh Nemchynov.

It should be noted that in 2022, the volume of trade in goods and services between Ukraine and Greece totalled USD 954.8 million (an increase of 24.3%). For 9 months of 2023, the trade turnover between Ukraine and Greece totalled USD 1025.7 million (an increase of 59.4%).

The Government of Ukraine is committed to further developing and rationally using the opportunities offered by the transformation of our economy and further integration into the European Union. Therefore, it is of utmost importance to resume the activities of the Intergovernmental Joint Ukrainian-Greek Working Group on Economic, Industrial, Technical and Scientific Cooperation. This is a critical tool for deepening long-term mutually beneficial cooperation between Ukraine and Greece.

At the end of the video conference, the parties agreed to hold the next meeting of the Working Group in February 2024. The parties also approved the need to strengthen cooperation in the areas of investment attraction and the tourism industry. Particular attention will be paid to the rehabilitation of the Ukrainian military, using the tourism opportunities of Greece.

In addition, it is planned to implement potential investment projects to rebuild, restore, reconstruct the damaged and destroyed tourist infrastructure of Ukraine, as well as create new tourist infrastructure facilities in Ukraine and the Hellenic Republic, especially in the areas inhabited by ethnic Greeks in Ukraine.
