The governor has so much control over board appointments as the legislature does not have a say in approving them and the legislature also cannot call itself into session to counter actions by the governor or any other institution.
Not sure if he is directly involved with this issue at UK, but many other institutions are being pushed far left by Beshear’s appointments to governing boards.
