The states can call up the national guard under their title 32 authority. Under title 32, the Guard can have detention and arrest powers as a state police officer and they do not fall under the posse comitatus as reserve and active troops would. it is just the states pay for the call up not the feds. So the president doesn’t have to do anything but the governors would take any political fallout. Most of the agitation is still small so the police can handle these problems.
If they see any veins bulging, they’ll send in the all agencies.
The agencies said Antifa didn’t exist. Now, they say these protesters aren’t being monitored.
