Ray Epps was a major figure in MISLEADING people to believe that they could - without permits - enter the Capitol *and then* remain, in addition to adventuring about the interior . . . without permits.

Decades ago, I visited (alone) the Capitol and on the main floor, there some some visitor’s guide who told me that I should get a permit from one of my state’s Senators. Did that, and no problems.
