The Supremes did not reverse Roe v Wade for its lack of a federal authorizing law. They reversed Roe v Wade because the Constitution overrides all federal authority over abortion, and places authority over abortion with the states.
A new federal law, either for or against abortion, would be unconstitutional. We are a federation of independent states.
