Ukraine is facing "a new stage" in the Russia's full-scale war, President Volodymyr Zelensky said during a meeting with border guards in Khmelnytskyi Oblast on May 3.
Zelensky's statement came amid a deteriorating situation on the battlefield. Kyrylo Budanov, the chief of Ukraine's military intelligence (HUR), said that Ukraine should expect to face a renewed Russian offensive in late spring or early summer, with the offensive intensifying around eastern Donbas region.
"The occupier is now preparing to expand its offensive. And all of us — Ukrainians, soldiers, state, partners — must do everything to disrupt Russia's offensive plan," Zelensky said.

Ukraine is very weak and Putin is holding back hoping for a negotiated solution.
Rather than enter into negotiations and use the Ukraine money to rebuild the country, the Ukrainians have basically said that they want another year of war before they start negotiations.

Putin may find it prudent to accelerate the time line while he has the upper hand.

Ukraine is on the ropes.
The Biden Administration has been illegally shipping weapons to Ukraine to keep them alive for quite some time. Even then the Ukraine is pretty close to running out of munitions.
We are now emergency expiating munitions to Ukraine to try to replenish supplies. Ukraine officials themselves are publicly warning that they are in a very weak position and this aid may be too late to make a difference if the Russians move on a major offensive and that they may face major losses
Russian forces have been effectively prepping the battlefield for an offensive for quite some time. Putin has likely been holding back in hopes of a change in US policy to the war in Ukraine if Trump is elected.
Putin may re calculate that an offensive now, when the Ukraine is at it's weakest point and in an election year when Biden is having problems may be his best option.

The Russian commanders are content to clobber the Ukrainian lines with medium and long-range weapons and then take those areas with little resistance as Ukraine forces realize staying is untenable. Ukraine forces are spread thin and forced to guess where to be strong. The 1-3 day reports have gone from talking about advances in meters to advances in square kilometers. It looks like this basic plan will continue until Ukraine surrenders. I don’t see any reason for Russia to negotiate.
