No. What they are saying is that China has 237 times the shipbuilding capacity of the U.S. which was intentionally deindustrialized by our garbage ruling class.

Thanks to our abysmal, feeble, and stunted industrial capacity America can no longer act as the "arsenal of f democracy." The idiots in DC have no idea that they can no longer act like the the leaders of previous generations thanks to leftist betrayal.
