I still think cash to individuals and members of small groups for hostages is something worthy of consideration.
Individual and small groups of Arabs love lots of cash just as much as you would.
Will evil people get such cash? Yes, but there is a lifetime to bring justice to each evil person.
Hostages each have only one life, which can never be recovered once it is lost.
So your solution is to reward hostage taking with cash.

Very good point. An advantage to small groups handing over hostages (as these groups can be identified- remember Hamas leaderships says it does not know where many of the hostages are or who is holding them in their loose association of “groups”)- it to identify and track these individuals after getting the money to them and getting the hostages.
For later administration of executive justice on the kidnappers. Targeted and confirmed.
If this is even possible- it is a better outcome than the slaughter of hostages which is no doubt going on.
