Gov. Gray Davis is making much of the deep slashes in state spending, particularly for schools and local government aid, that he's making to close a multibillion-dollar budget shortfall.
There's little doubt that if his budget plan is enacted, not only would Californians be paying billions of dollars more in taxes, but fewer slots would be available in college, K-12 classes would become more crowded, fewer poor people would obtain health care, and some city and county services would be abolished.
