If there are two suspicious guys on base, I could see the brass instructing everyone to avoid them, notify the MPs, and let them deal with it. If these two were identified as active threats, I assume different orders would be issued.

Yep. Because as I understand it, unless you are pulling guard duty, military personnel are disarmed on base. A few years back a friend of mine was deployed to Bagram. She sent back a picture of herself and some friends on the flight line. When I inquired about her empty shoulder holster she said that yes, even there they had to turn in sidearms when not on duty... SMDH...

Run, Hide, Fight is the current SOP at the school I sub at. If the hostile intruder is some distance from you, get out of the building, if he is near you, lock the doors, windows, etc and hide. If he’s in the room with you fight him as best you can.
This is the SOP for teachers and students. I would hope it is not for police and warriors who are supposed to run towards the threat.
Genral Mark Milley would help, but he’s far too busy looking for White Domestic Terrorists, so he can’t be bothered right now.
