Name one decision that Bush has decided on by the polls. Bush is your worst nightmare, he does what he feels is right, not on what 80% of the country appear to say in polls. You hated Clinton, I assume, when his every decision was based on a focus group but when Bush takes a stand on his principles you can't wait to howl about the POLLS. I have a secret for you, IMO Bush does not think about his re-election. Bush is there to do a job to the best of his ability and if that is not enough then he will go back to Texas and never look back.
