Lots of folks are tired of skulking in the shadows like cowards and are willing to get in the face of the opposition.

Don't telegraph your punches --"skulk in the shadows", until you're really ready to hit them, good and hard.

In other words... Better to put the plans out by surprise, and let them be copied and downloaded millions of times, before the enemy knows.

The obviously see a benefit to getting in the faces of the opposition and showing them that this is a movement that can't be stopped.

Even if it were not pre-announced, the first hundred maybe two hundred who downloaded the plans/program would not be tracked, but trust me when I tell you that the entire Internet is fully monitored and most of those downloading such a program will be registered in an NSA data based and searchable.
