At this point would it make a difference if they went on strike? Either their hands are tied or they are not attempting to do their jobs. The current crime wave bears this out.
As an outcome of litigation, a while back, a new policy required Chicago cops to fill out a two-page report every time they do an investigative stop, and give a copy to the person stopped. The other copy goes to the ACLU who then calls the person and asks what really happened.
Since then, for some reason, police stops are down about 90%.
