What objectives? Who set them?

This may begin to answer those questions, raise other questions, and perhaps point toward things needing further research.


Organization of Islamic Cooperation - Criminalization of "Islamophobia"

In 1990 the Organization of Islamic Cooperation (OIC) issued their “Cairo Declaration on Human Rights in Islam” (http://www.oic-oci.org/english/article/human.htm). It’s Article 22 states: “Everyone shall have the right to express his opinion freely in such manner as would not be contrary to the principles of the Shariah. Everyone shall have the right to advocate what is right, and propagate what is good, and warn against what is wrong and evil according to the norms of Islamic Shariah.”

In other words, your freedom of speech and action may not be contrary to Shariah.

Since 1999 the OIC has introduced Resolutions to the UN Commission on Human Rights. In 1999 the Resolution introduced by OIC member Pakistan was titled Defamation of Islam (See document E/CN.4/1999/L.40 (https://documents-dds-ny.un.org/doc/UNDOC/LTD/G99/124/98/PDF/G9912498.pdf?OpenElement)) This Resolution states that the OIC is “Alarmed at the negative stereotyping of Islam and the tendency to associate human rights violations and terrorism with Islam”. The Resolution continues: “Emphasizing that nongovernmental organizations, religious bodies and communities have an important role to play in the promotion of tolerance and the protection of freedom of religion or belief, 1. Expresses its concern at the use of the print, audiovisual or electronic media or any other means to spread intolerance against Islam; 2. Expresses its appreciation of the efforts of many countries and societies to combat ignorance of and intolerance towards Islam; 3. Urges all States, within their national legal framework, in conformity with international human rights instruments, to take all necessary measures to combat hatred, discrimination, intolerance and acts of violence, intimidation and coercion motivated by religious intolerance, including attacks on religious places, and to encourage understanding, tolerance and respect in matters relating to freedom of religion or belief...”

The OIC considers "defamation of Islam" to be a violation of human rights and urges countries to modify their laws.

Due to objections to the focus on Islam the OIC eventually agreed to allow other religions to be mentioned however Islam remained the primary focus.

In 2011 the UN Human Rights Commission adopted Resolution 16/18 (http://www2.ohchr.org/english/bodies/hrcouncil/docs/16session/A.HRC.RES.16.18_en.pdf). This Resolution “Notes the speech given by Secretary-General of the Organization of the Islamic Conference at the fifteenth session of the Human Rights Council, and draws on his call on States to take the following actions”, among the actions listed: “Adopting measures to criminalize incitement to imminent violence based on religion or belief”

UNHRC Resolution 16/18 is the OIC’s vehicle to criminalize “Islamophobia”

The historic consensual adoption of the OIC sponsored UN Human Rights Council Resolution 16/18 entitled “Combating Intolerance, Negative Stereotyping and Stigmatization of, and Discrimination, Incitement to violence, and Violence against persons based on Religion or Belief” on March 21, 2011 as well in the subsequent sessions of the Council and the UN General Assembly, has effectively broken the myth of the global community’s inability to take a unified and determined stand to combat intolerance and hatred based on religion and belief. In order to combat Islamophobia and foster tolerance and mutual understanding based on international human rights standards, States, international organizations and non-state actors should [] Take all necessary measures within their power and legal/jurisdictional systems to ensure a safe environment (page 33)

In December 2008, one April 6 Youth Movement (A6YM) member visited the United States to take part in a State Department-organized “Alliance of Youth Movements Summit” in New York City. He also reported to his State Department contact that the A6YM group “would like to call for another strike on April 6, 2009, but realizes this would be ‘impossible’ due to SSIS [state security] interference,” and said that the government had driven the A6YM group’s leadership, including Maher, underground.

In June of 2010 Google executive Wael Ghonim anonymously created the “We Are All Khaled Said” Facebook page, a memorial to blogger Khaled Said who had posted a video of police allegedly splitting up drugs confiscated on June 6, 2010; the police tracked him down and beat him to death on the street.

A large movement coalesced around the “We Are All Khaled Said” Facebook page.

The A6YM picked Jan. 25, 2011 as their protest date because it’s a public holiday: Police Day. In previous years they had always marched on Jan. 25 to mock the holiday, as A6YM leader Maher said: “Because how can we be expected to celebrate these thugs, torturers, criminals?”

Fifteen days before the date, A6YM set up an “operation room,” as Maher described it in an interview. Its purpose was “to discuss routine details including assessing the reach of our calls to protest with regard to internet websites, looking at the data and information that was being provided to citizens, and studying innovative mechanisms of protesting which aimed to overcome the methods that the state security services always use to pre-empt demonstrations and protests.”

Two days before the planned protest, Maher said the group organized cells of 30-50 activists; each cell was to regroup in a pre-selected spot in Cairo, but only one person in each cell would direct the cell to the “main rendezvous point.”

The April 6 Youth Movement issued specific demands on Feb. 6, 2011:

Amidst the burgeoning protests and unrest Mohamed ElBaradei called for a transitional government and he mounted a campaign for the Egyptian presidency against Egyptian president Hosni Mubarak. (Ghonim created a campaign webpage and a Facebook page for ElBaradei)

Obama called for Mubarak to step down.

Mubarak was forced out Feb 11, 2011.

The military ruled until June 2012 when the Muslim Brotherhood took over with the election of Morsi.

The State Department organized training in how to use social media such as Facebook and Twitter to organize protests, and how to conduct those protests. A small annual protest, Police Day, was used for another purpose - Khaled Said became the focus - largely due to Ghonim's Facebook page.

The Khaled Said incident was used to generate protests. Those protests served another purpose.

The technique: find a small local issue, puff it up & generate protests, suborn it & redirect the protest for your own purposes.


Applying the Technique in the U.S.

In 2015 Obama’s “Task Force on 21st Century Policing” issued their Final Report (http://www.cops.usdoj.gov/pdf/taskforce/TaskForce_FinalReport.pdf) and accompanying Implementation Guide (http://www.cops.usdoj.gov/pdf/taskforce/Implementation_Guide.pdf)

On page 72 of the Final Report it is noted that Deray McKesson and Black Lives Matter, both participated.

In his written testimony (http://www.cops.usdoj.gov/pdf/taskforce/submissions/McKesson_DeRay_Testimony.pdf) McKesson complains that “police brutality is not a coincidental aspect of American life, but that it is deeply woven into the fabric of American policing and that it falls heavily along the lines of race.” He says that he began protesting in Ferguson, Missouri, and that “I, like many others, have been tear gassed repeatedly, have had ‘non-lethal’ weapons pointed at me by officers, have been told that it was illegal to stand still on an American street, and have been pepper sprayed – all for engaging in peaceful protest.” (Who can forget the rioting, looting, and arson, in Ferguson?) He continues, “it is necessary for the Department of Justice, in conjunction with community organizations and local law enforcement, to develop virtual and in-person training modules whose use is mandatory by all police departments receiving federal funding that focuses on implicit bias” and “Twitter and other social media tools were pivotal to the protest community”

On page 28 of the Final Report it is noted that Linda Sarsour of the National Network for Arab American Communities participated. In her written testimony (http://www.cops.usdoj.gov/pdf/taskforce/submissions/Sarsour_Linda_Testimony.pdf) she complains about “Islamophobia”. Sarsour states that police are perceived as biased, she recommends that police training curriculum include input from “community-based organizations” and “faith based leaders” and training be subject to ongoing monitoring by these groups. She also recommends that the DOJ establish a “civilian review board” composed of these groups “that can provide suggestions on what the DOJ mandates on those departments so they can be compliant with civil rights”

On page 20 of the Implementation Guide officer training is listed as a key tool to drive change. Training must address “implicit bias”, “engage the community in training” and “include community members as trainers”.

On page 16 of the Implementation Guide, “The final report and its recommendations can be an effective template for law enforcement organizations and communities to measure progress against a national, objective set of recommendations.” Also: Create a checklist using the recommendations, use the checklist in local government, law enforcement, and community meetings as a management tool to drive implementation, provide regular updates to the community and local government on progress being made on implementing specific recommendations

On page 23 of the Implementation Guide: State legislatures - Review and mandate requirements for police state training academies for basic recruit and in-service hours and content in light of the task force recommendations.

Additionally agencies are required to admit previous injustices. This “shaming” is psychological manipulation.

The Final Report list numerous recommendations including: federal training standards, numerous reports to be filed with federal government (police demographics, “community” demographics, arrestee demographics, incidents reports, for example).

Obama routinely meets with Black Lives Matter leadership. Black Lives Matter has generated protests and leads chants of “f the police” etc. They have received training from the DOJ. Obama has used Black Lives Matter to create and nurture an anti-police environment. He repeatedly legitimizes their acts. Black Lives Matter is used by Obama as street muscle to generate the dynamic necessary for his agenda, which is federalization of police.

His exploits with Black Lives Matter uses a tactic directly from the playbook of Operation Arab Spring: find a small local issue, puff it up & generate protests, suborn it for your own purposes.


Closing Comments

The Khaled Said incident was used to generate protests. Those protests served another purpose.

Black Lives Matter is used to generate protests and support a narrative. Those protests and the narrative they support serve another purpose.

In the U.S. the purpose is federalization of police via the rubrics of “standards” & “reporting”. A *de facto* national security force is created. Standards are defined by the U.N. and by the Organization of Islamic Cooperation.

It's worth noting that the de facto national security force created by federal standards enables the OIC’s agenda of criminalizing “Islamophobia”. Your freedom of speech and action will not be contrary to Shariah.

The hood is being slowly pulled over our head via “soft law” “guidelines” and “standards”. Those guidelines and standards will become mandatory (see the instructions to State legislatures on page 23 of the Implementation Guide) and federal dollars will be the leverage.

I might buy into some of this crap is I didn’t see them tossing people off 4-story building, murdering their wives, mutilating their children, and using human bombs to kill indiscriminately. Religion of Peace my a$$.
