The simple stroke of a pen is all that's needed.
Remember how the Obama Administration slow-walked its so-called review of the Keystone XL pipeline? How it languished in the State Department for seven years while first Hillary and then John Kerry pretended to weigh the pros and cons of the project, only to have Obama formally reject it - which everyone knew all along he would do?
The whole thing, of course, was a complete joke. The Obama Administration had no serious rationale for denying the project, but Obama’s supporters in the environmental extremist set would have gone apoplectic if he’d approved it. So he dragged his feet for seven years and finally come up with a flimsy rationale for turning it down.
As our future Energy Secretary might say..... “you betcha!!”
With Mcturtle back as leader... im not so sure.

If it’s a net plus for the US then it should be built.If it’s also a net plus for Canada,our friend and ally,then that’s icing on the cake!
From the age of Ten Obama has owned gas/oil wells. His grandfather was paid one tenth of one percent of wells he wrote land leases for as payment for his work. When great-grandfather Charles Rollo Payne died in October of 1998 his daughter ( Obamas grandmother) became his legal guardian They moved into a penthouse, grams became VP of the bank she worked for (head of the escrow/trust department) and young Barry was enrolled in expensive private school!

One working well I traced was named Stanley A another Stanley C. ( Ann and Charles were the middle name of mother and grandfather. — Stanley the name they had in common
When Trump appoints Sarah Palin as Secretary of the Interior, you can bet Palin will get the Keystone Pipeline built. She was instrumental in getting a trans-Alaska pipeline built that languished for decades, as chair of a petroleum commission in Alaska. She got it done in record time and the profits go to all Alaskan citizens.
So let it be!
