I believe the term is called "Tardive dementia" or "Tardive syndrome" or some such thing that has the word "Tardive" in it.

I think the professionals construe it as a symptom of an underlying, or emerging dementia.

But I don't know for sure, I'm only married to someone who would know, and she's not here right now.

Tardive is a side effect of certain strong medicines-

Tardive dyskinesia is often the side effect of heavy duty anti psychotic drugs.
