ND: Chances for Constitutional Carry?

North Dakota is considering a permitless, or "Constitutional" carry bill. The sponsor is Representative Rick Becker (R-Bismarck).  The bill is HB 1169, and was heard in the House Energy & Natural Resources Committee. The vote in the committee is likely this week.

 From Representative Becker's facebook page on January 26, 2017:
We had a great hearing today for HB 1169, the constitutional carry bill.

There were about 10 articulate, impassioned advocates speaking in favor, plus many more supporting in attendance. There were only 3 against, most of whom employed the oft-touted emotionalism that gun control advocates often do. Lawmakers, as hard as it can be, must use reason and facts to design law, not emotions.
The bill is 10 pages long, and mostly consists of wording to neuter or repeal numerous sections of current North Dakota law that restrict the bearing of arms.  Agweek published a short explanation of the bill. From agweek.com:
Perhaps the most contentious piece of legislation heard Thursday was the so-called "constitutional carry" bill, introduced by Rep. Rick Becker, R-Bismarck. That bill would make it legal for people who are at least 21 years old to carry a concealed firearm without a permit in North Dakota, as long as the carrier is not otherwise prohibited to do so by law.
 North Dakota is one of 25 political trifectas in the United States, where the Republican party has control of both houses of the legislature and the governorship.  In North Dakota, Republicans have 38 seats in the Senate, Democrats have 9.  In the House, Republicans have 81 seats, Democrats have 13.

Governor Dick Burgum was elected in 2016, replacing fellow Republican Jack Dalrymple.   Internet searches did not find any statements either in support or opposition to Constitutional carry.

We need a national right to carry. Unconstitutional gun laws in states need to be nullified.

No problem - we used to lube our guns with sub-zero grease during NY Winters to ensure reliable operation even on the coldest days....

IOW, from about November 1 thru April 30. But it keeps the riff-raff out.

North Dakota consistently ranks as one of the 2-3 safest states in the nation. Between the native's healthy attitude toward firearms and weather which send the riff-raff packing regularly, it isn't very crime friendly.

The governor is Republican, and both parts of their legislature are 2/3rds Republican or better. So even if opposed by the governor, they can override him.

The only obstacle I can see is an obstinate Republican liberal with a committee chair blocking it, or a big bloc of Republican liberals preventing a 2/3rds majority with a veto.

I’ve watched both USAF Airmen & oil patch workers move in up here. Yes, the cold is a major issue with them, but there is also culture shock. Many complain of the lack of things to do, the lack of places to shop and dine.

For example, from where we live, our doctors are 90 miles away. We drive a Subaru, the closest dealer is 200 miles away. I buy a lot of Cabelas stuff, their closest store is 200 miles away, as well as popular restaurants. Police response time is about half hour, ambulance is 45 min. Snow drifts can be high enough to cover a house. We often have to shovel our roof top off to keep the vents and smoke stack clear.

On the other hand, I can poke a gun out the window and shoot a coyote - no one will care. I can do any type of excavation or build any kind of a structure I want to for a simple $50 county building permit and no one will come around to inspect it for anything. Compared to rat infested cities, our freedoms are too many to mention.

Now if you are serious, our place is for sale.

In the middle of Winter at least half the cars in the Columbia Mall parking lot in Grand Forks had their engines running while the folks shopped. I never once read about any car thefts.
