Helton Maganga was Chief Administrator of the Mombasa Hospital in 2009 when the document was created.
Possibly he might have had the same job 48 years before, but he'd either have had to be very young then or very old now.
Something I've never seen brought up on these threads: there were a lot of diseases in Kenya in 1961, yellow fever, smallpox, malaria, at times and in places cholera and tuberculosis.
If you went there you couldn't get back into the US unless you had your shots and shots weren't recommended for pregnant women.
It was very unlikely that the Obamas or Dunhams would have had the money for an expensive or that they were willing to waste it on taking Barack Sr's new wife back home to meet his old wife or that a pregnant woman would risk her health on a long plane journey, and all the less likely given health concerns once she got there.

To trigger the consequences of the massive fraud? Not too late at all. if for no other reason than Pour encourager les autres AND to pursue the obvious, if in no other manner that to confiscate the ill-gotten gains that were stolen as a historic fraud, and the expected future gains as an ex-president; including personal protection for the rest of their lives, and mandatory travel in the future under a Kenyan passport.
Or expulsion with prejudice from future access to any part of the United States of America, even under diplomatic cover.

Nothing compared to the RICO prosecution and sentencing to serious jail time centered around Nancy Pelosi, who fraudulently certified the Kenyan's eligibility to run for president, with no attempt whatsoever to document her certification.
Not even a superficial attempt to verify his eligibility to attend Universities free of cost as a "foreign" Student; or his ownership of multiple Social Security numbers, which HAS been documented.

I’ve had a problem with this and similar out there because the dates are written American style mm/DD/you when you’d expect British style DD/mm/you. How many Kenyan Docs trained in US back then?
Then again his Grandma says he was born there as do some local politicians so who knows?

That Obama’s birth certificate was/is really a fake, and that Obama was not a “natural born American citizen”. The fear is that, with Trump getting so much power as president, he (Trump) might be emboldened enough to finally get to the bottom of the BC issue.
It’s why Obama and democrats have been working so hard to stop and even remove Trump from office. Imagine how huge the scandal would be if Obama was finally exposed as a phony and not qualified to have been president to begin with. Democrats (and Obama) and the liberal media would have a lot to answer to. Heck, the media might be running as scared as Obama, and so would those who presented Obama as their candidate back in 2007/2008.
(I was never convinced that Obama was legit).
There are many simple things like the ordering of birth certificate numbers in Hawaii. Everything is OK until around the time of Obama's birth, then suddenly there are all kinds of anaomolies. I don't want to rehash it all now.
However, what is the most telling, is the amount of money Obama spent on lawyers to block access to his records. He spent over one million dollars in lawyers to prevent access to his birth records! Birth certificate? It should be no big deal, but to spend that much money to hide it? The question is WHY? No normal person would do that unless there was something very serious that needed hiding.
And yet it didn't occur to any journalist that it was extremely odd way to spend $1,000,000. No one knows who Obama really is. No kids from a little league team. No member of a boyscout troop. No classmates. No professors or teachers. No clergyman. There is NOBODY that has any recollection of him. His whole past is a black hole.
