From the article:
“At a public forum in October 2015, Minnesota Gov. Mark Dayton, when confronted with concerns about the mass influx of refugees from Somalia, responded by telling Minnesotans if they can’t be tolerant of the migrants “then find another state.”

Why another state? Why not send them back?

I live in hot and muggy Houston, and wonder if I could possibly propagate Khat, which I like to spell Qat.

I would think so and, as far as I know, no law against it. The tropical islands produce it in great abundance where it is mostly a shade tree commonly called betelnut. Don't know if an occasional below freezing temperature like Huston gets would kill it. You should check with your local county agent and let us know what they say.

In the Muslim world (Yemen, Somalia, etc) Qat is a major consumer of income with a substantial portion of the population addicted. Considering how many druggies we have of domestic origin, I see no justification for importing more.

In tropical places like Yap, Guam and most of Micronesia and Polynesia where it is more abundant, it is less abused. People chew it as sort of a relaxation technique much like Texans do with quaffing a cold beer or three. I'm at a loss to explain why that happens other than, perhaps, life is far more pleasant in a non-Muslim society so addiction is not something the natives seek out. What is your theory?

I first read of Qat years ago and immediately wondered what type of palliative/medicinal effects that it could provide to normal Americans.
